Medical school graduates of the Universid<i>ad Mayor de San Andr\u00e9s<\/i> and <i>Escuela Nacional de Salud<\/i> also participated in the event that took place in the Plaza Camacho in La Paz, where music was provided by the group Bajo\u00a0 Fianza.<\/p>\n<p>The slogan chosen for this year\u2019s WNTD was \u201cBan all forms of tobacco\u00a0advertising, promotion and sponsorship\u201d and this was adopted by 19 countries,\u00a0including Panam\u00e1 and Colombia, to reduce tobacco use. Article 13 of the FCTC establishes a \u201ccomprehensive ban of all tobacco\u00a0advertising, promotion and sponsorship\u201d that \u201cwould reduce the consumption of\u00a0 tobacco products\u201d<\/p>\n<p>The WNTD slogan will also be used in the country to stop tobacco companies\u00a0from recruiting younger smokers.<\/p>\n<p><i>A translation of the rest of the article is below (<a href=\"http:\/\/www.la-razon.com\/sociedad\/Estudio-revela-jovenes-fuman-pronta_0_1843015693.html\" target=\"_blank\">original link in Spanish here<\/a>).<\/i><\/p>\n<p>&nbsp;<\/p>\n<p><b>Study reveals young people now begin smoking at a younger\u00a0 age<\/b><\/p>\n<p>A study has shown that the age of initiation for smoking has gone down from\u00a0 14.6 to 13.7 years of age and there has been an increase of smoking among girls\u00a0 (young women).<\/p>\n<p>According to data from the Latin American Centre for Scientific Study\u00a0 (Centro Latinoamericano de Investigaci\u00f3n Cient\u00edfica, or Celin) going back two\u00a0 decades, tobacco use began, on average, at 14.6 years of age while the latest\u00a0 statistics, from 2011, show that Bolivian adolescents now start at 13.7 years of\u00a0 age. The study by Celin also points out the increasingly problematic tobacco use\u00a0by girls. Twenty years ago, 14.8% of young women smoked compared to 43.6% of\u00a0young men, a gap of 28.8%. By 2011, that gap had shrunk to 9.9%.<\/p>\n<p>The data were gathered in some twenty cities across the country and looked\u00a0at 12,254 students between the ages of 12 and 21.<\/p>\n<p>The Vice-Minister of Health Promotion, Mart\u00edn Maturano, noted that the government was taking action to put a stop to tobacco use: \u201cWe first want to inform people of the health effects of smoking. Tobacco contains 3,600\u00a0substances &#8211; nearly one hundred of those are toxic &#8211; as well as nicotine, which is addictive.\u201d<\/p>\n<p>He explained that an ongoing communication policy is being implemented through college health services and also noted that eight graphic warnings had\u00a0recently been added to cigarette packs showing the different risks associated\u00a0with the product.<\/p>\n<p>Willy Alanoca, in charge of Drug Use Prevention at the Ministry of Health\u00a0pointed out the tobacco companies specifically try to hook the youngest kids.\u00a0 \u201cThe Bolivian tobacco industry reaches the youngest kids by giving them CDs, iPods, backpacks and flash drives. They want to reach this audience, not\u00a040-to-50-year-old addicted smokers. The teens are going to replace those smokers\u00a0who are killed by their tobacco use or who quit.\u201d<\/p>\n<p>According to Mr Alanoca, the Ministry\u2019s study of \u2018Tobacco industry\u00a0negligence and strategy in Bolivia\u2019 gathered images of minors selling this\u00a0unhealthy product. He also criticized the industry\u2019s use of concerts and other\u00a0promotional events. \u201cIt\u2019s precisely this type of event that can make teens feel\u00a0attracted to cigarettes. The marketing campaigns aim at this target\u00a0audience.\u201d<\/p>\n<p>Another analysis showed high levels of air contamination in discotheques in\u00a0six cities, Alanoca confirmed. He also objected to the fact that club owners do\u00a0not enforce the rules mandating smoke-free public places, especially those where\u00a0young people are present.<\/p>\n<p>The other aspect of the law being violated is the prohibition on selling\u00a0cigarettes at locations near colleges and universities.<\/p>\n<p>The Anti-tobacco Law of 2005 ratified the WHO FCTC and created the\u00a0Inter-institutional Commission on Tobacco Control and Prevention.<\/p>\n<p><b>Smoke-free spaces not being respected<\/b><\/p>\n<p>Willy Alanoca went to a restaurant and sat down in an area marked \u201cfor\u00a0non-smokers\u201d. However, two smokers were sitting nearby smoking. Alanoca\u00a0complained but the owner sided with the smokers.<\/p>\n<p>Alanoca explained there are no smoke-free public areas in Bolivia.
