Drawing on analysis of EU transparency registers, other public records and extensive freedom of information (FOI) requests, our analysis reveals a concerted effort by tobacco companies\u2014particularly Philip Morris International (PMI)\u2014to both influence EU policy and leverage the EU\u2019s diplomatic and trade power to undermine policy well beyond Europe\u2019s borders.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">As a Party to the World Health Organization Framework Convention on Tobacco Control (FCTC), the EU is obliged to strictly limit interactions with the industry, ensure full transparency when contact is unavoidable and not promote the industry\u2019s interests. A previous investigation in 2015 led <\/span><a href=\"https:\/\/www.ombudsman.europa.eu\/en\/press-release\/en\/61027\"><span data-contrast=\"none\">the European Ombudsman to call<\/span><\/a><span data-contrast=\"auto\"> for <\/span><span data-contrast=\"none\">full implementation of FCTC rules and guidelines governing transparency and tobacco lobbying, affirming that &#8220;The UN framework applies to all EU institutions.&#8221; Furthermore, another <\/span><a href=\"https:\/\/www.ombudsman.europa.eu\/en\/decision\/en\/179448\"><span data-contrast=\"none\">inquiry<\/span><\/a><span data-contrast=\"none\"> by the Ombudsman concluded in 2023 that there is a case of maladministration within the European Commission \u201cconcerning the transparency of interactions with tobacco industry.\u201d<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">The new report reveals that i<\/span><span data-contrast=\"auto\">ndustry influence still permeates the corridors of power in the European Parliament, the European Commission and the EU Council.\u00a0<\/span><span data-contrast=\"auto\">Between 2023 and September 2025, <\/span><b><span data-contrast=\"auto\">257 meetings between tobacco industry lobbyists and Members of the European Parliament (MEPs) were officially recorded<\/span><\/b><span data-contrast=\"auto\">, with PMI alone accounting for 121 of those meetings. The contrast with the access afforded to health advocates is stark. The Smoke Free Partnership, representing almost 60 European organisations working in tobacco control, had only 12 meetings with MEPs during the same period. Furthermore, these 257 meetings were only the meetings that were declared.<\/span> <span data-contrast=\"auto\">Within the European Commission, the low number of meetings declared reflects the overly narrow scope of EU transparency rules. <\/span><span data-contrast=\"auto\">Our FOI requests revealed multiple undisclosed contacts within EU institutions. This was particularly notable for the Directorate General for Trade (DG TRADE) (responsible for developing and implementing the EU&#8217;s trade policy), and <\/span><span data-contrast=\"auto\">included undeclared meetings and sustained exchanges.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">We identified 49 lobbying organisations actively working to advance tobacco industry interests, cultivating relationships across multiple EU institutions and ensuring the industry\u2019s views are consistently represented in policy debates. These include cigarette makers, Brussels-based trade groups, lobbying firms and newer &#8220;harm reduction&#8221; advocates tied to the industry, employing at least 139 people dedicated to influencing EU decision-makers. In 2025 alone, the industry declared participation in over 58 public consultations and contributions to 56 \u2018roadmaps\u2019 related to EU policy.\u00a0<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Maintaining this level of influence is expensive. Collectively, the big four global cigarettes companies \u2013 PMI, British American Tobacco, Japan Tobacco International and Imperial Brands \u2013 account for around \u20ac10 million of the industry\u2019s estimated \u20ac14 million annual EU lobbying spend. First is escalating use of the industry\u2019s false \u201charm reduction\u201d narrative for addictive and harmful products such as heated tobacco products (HTPs), e-cigarettes and oral nicotine pouches. This is the focus of 15 lobbying groups, eight of which were created within the last three years. With this strategy, industry is trying to build credibility, gain access to policymakers and <\/span><a href=\"https:\/\/exposetobacco.org\/resource\/tobacco-cop10\/\"><span data-contrast=\"none\">influence regulation<\/span><\/a><span data-contrast=\"none\">, despite growing evidence of health harms and <\/span><a href=\"https:\/\/www.who.int\/news\/item\/06-10-2025-who-tobacco-trends-report-1-in-5-adults-still-addicted-to-tobacco\"><span data-contrast=\"none\">youth use<\/span><\/a><span data-contrast=\"none\">.<\/span><span data-ccp-props=\"{&quot;134245417&quot;:false,&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559738&quot;:32,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><span data-contrast=\"auto\">Second, is significant investment in certain EU Member States such as Greece, Italy and Sweden, among others, creating financial ties that the tobacco industry can leverage to exert influence. These financial ties create structural dependencies that may translate into increased influence at EU level, including within the European Parliament and the Council.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><span data-contrast=\"auto\">Third <\/span><span data-contrast=\"auto\">is lobbying the EU to act on industry\u2019s behalf. PMI frequently engaged with DG TRADE regarding regulations in at least 10 non-EU countries, framing health policies unaligned with its corporate interests as trade barriers. For example, in T\u00fcrkiye, tobacco products must contain 30 percent locally sourced tobacco. PMI supplied EU officials with questions to raise at a World Trade Organization meeting and asked for the issue to be referenced in a report assessing T\u00fcrkiye\u2019s progress toward EU enlargement. In an email, PMI thanks DG TRADE for \u201cthe actions that you took.\u201d<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Additionally, the company asked whether India\u2019s 2019 ban on HTPs could be raised during EU\u2013India trade negotiations and similarly portrayed bans on HTPs and e-cigarettes in Singapore, Mexico, and Brazil as trade barriers or breaches of trade agreements. The EU and all its institutions must fully implement and ensure compliance with Article 5.3 of the FCTC <\/span><span data-contrast=\"none\">across all staff and departments. Obligations must be binding, with strict controls and penalties. <\/span><span data-contrast=\"auto\">Interactions must comply with Article 5.3, occurring only when absolutely necessary and subject to full transparency<\/span><span data-contrast=\"none\">.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/www.who.int\/europe\/news\/item\/08-10-2025-who-european-region-has-the-highest-rate-of-tobacco-use-in-the-world--with-an-alarming-rise-in-young-people-using-e-cigarettes--global-report-warns\"><span data-contrast=\"none\">WHO reports<\/span><\/a><span data-contrast=\"auto\"> that Europe remains one of the regions hardest hit by the tobacco epidemic, with around <\/span><a href=\"https:\/\/health.ec.europa.eu\/tobacco\/overview_pt\"><span data-contrast=\"none\">700,000 premature deaths every year<\/span><\/a><span data-contrast=\"auto\">.
