Additionally, within Pakistan, there is a history of <\/span><a href=\"https:\/\/www.frontiersin.org\/journals\/public-health\/articles\/10.3389\/fpubh.2023.977713\/full\"><span data-contrast=\"none\">BAT gaining the support of British diplomats<\/span><\/a><span data-contrast=\"none\"> to influence the policy process. In November 2023, BAT\/PTC sought permission from Pakistan<\/span><span data-contrast=\"none\">\u2019<\/span><span data-contrast=\"none\">s Ministry of Health, to manufacture and export 10-packs (also referred to as <\/span><a href=\"https:\/\/www.thenews.com.pk\/print\/1208844-25-african-nations-ask-pakistan-not-to-export-kiddie-cigarette-packs-to-sudan\"><span data-contrast=\"none\">Kiddie-packs<\/span><\/a><span data-contrast=\"none\"> due to their affordability and easy access to children) to the <\/span><a href=\"https:\/\/www.theguardian.com\/business\/article\/2024\/jun\/07\/bat-subsidiary-lobbies-pakistan-to-allow-export-of-cigarettes-to-sudan\"><span data-contrast=\"none\">war-torn country of Sudan<\/span><\/a><span data-contrast=\"none\">. Both Pakistan and Sudan are Parties to the W<\/span><span data-contrast=\"none\">HO <\/span><span data-contrast=\"none\">Framework Convention on Tobacco Control (<\/span><a href=\"https:\/\/treaties.un.org\/pages\/viewdetails.aspx?src=treaty&amp;mtdsg_no=ix-4&amp;chapter=9&amp;clang=_en\"><span data-contrast=\"none\">FCTC<\/span><\/a><span data-contrast=\"none\">). Aligned with Article 16 of the FCTC, Pakistan has regulations against producing packs containing <\/span><a href=\"http:\/\/www.tcc.gov.pk\/downloads.php\"><span data-contrast=\"none\">less than 20 cigarettes<\/span><\/a><span data-contrast=\"none\"> to reduce affordability and prevent child smoking initiation. By engaging in this transaction, both Pakistan and Sudan infringed upon FCTC obligations including Articles 5.3 and 16 of the FCTC.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: left\" data-ccp-border-bottom=\"0px none #000000\" data-ccp-padding-bottom=\"0px\" data-ccp-border-between=\"0px none #000000\" data-ccp-padding-between=\"0px\"><span data-contrast=\"none\">The Ministry of Health resisted the industry<\/span><span data-contrast=\"none\">\u2019<\/span><span data-contrast=\"none\">s request, and actors in the global tobacco control community sent a letter to the Prime Minister of Pakistan requesting the prevention of manufacturing and exporting kiddie packs to Sudan. The letter was signed by <\/span><a href=\"https:\/\/atca-africa.org\/protect-the-worlds-children-dont-allow-british-american-tobacco-to-export-kiddie-packs-of-cigarettes-to-sudan-africa\/\"><span data-contrast=\"none\">54 organizations and 60 advocates from 25 African countries<\/span><\/a><span data-contrast=\"none\">. However, due to excessive tobacco industry and political pressure, in July 2024, there was a proposal by Ministry of Health to issue an amendment to the existing Statutory Regulatory Ordinance (SRO) with additional words <\/span><span data-contrast=\"none\">\u201c<\/span><span data-contrast=\"none\">domestic consumption\u201d. The proposed amendment in the <\/span><a href=\"http:\/\/tcc.gov.pk\/downloads.php\"><span data-contrast=\"none\">SRO<\/span><\/a><span data-contrast=\"none\"> stated, <\/span><span data-contrast=\"none\">\u201c<\/span><span data-contrast=\"none\">No cigarette manufacturer shall manufacture, sell or offer for sale, any cigarette for <\/span><i><span data-contrast=\"none\">domestic consumption <\/span><\/i><span data-contrast=\"none\">unless they are in packets of at least twenty cigarette sticks\u201d. <\/span><\/p>\n<p style=\"text-align: left\" data-ccp-border-bottom=\"0px none #000000\" data-ccp-padding-bottom=\"0px\" data-ccp-border-between=\"0px none #000000\" data-ccp-padding-between=\"0px\"><span data-contrast=\"none\">Previously, BAT\/PTC wanted to export 10-packs from Pakistan to the Gulf countries in 2019, but the <\/span><a href=\"https:\/\/tribune.com.pk\/story\/2463327\/ptc-faces-export-crisis-on-regulatory-hurdles.\"><span data-contrast=\"none\">Ministry of Commerce denied permission<\/span><\/a><span data-contrast=\"none\">. BAT\/PTC intended to exploit Pakistan\u2019s ongoing economic\/financial struggles to secure this recent USD 20.5 million deal by manufacturing and exporting these 10-pack cigarettes to Sudan. However, due to the excessive delay in processing and ultimate denial of this amendment, the Pakistani tobacco control community successfully prevented the materialization of this order which was ultimately <\/span><a href=\"https:\/\/profit.pakistantoday.com.pk\/2024\/11\/07\/bangladesh-delivers-pakistans-20-5-million-export-order-in-one-month-amid-pakistans-months-long-delays\/%23:~:text=November%2525207%25252C%2525202024-,Bangladesh%252520delivers%252520Pakistan's%252520%25252420.5%252520million%252520export%252520order%252520in,amid%252520Pakistan's%252520months%25252Dlong%252520delays&amp;text=Pakistan%252520has%252520lost%252520a%252520%25252420.5,approvals%25252C%252520according%252520to%252520a%252520report.\"><span data-contrast=\"none\">delivered by Bangladesh<\/span><\/a><span data-contrast=\"none\"> (another WHO FCTC signatory country in South Asia).<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: left\" data-ccp-border-bottom=\"0px none #000000\" data-ccp-padding-bottom=\"0px\" data-ccp-border-between=\"0px none #000000\" data-ccp-padding-between=\"0px\"><span data-contrast=\"none\">Adding the domestic consumption clause raised significant questions regarding the ethics of cigarette manufacturing and the global tobacco supply chain. Prioritizing a country<\/span><span data-contrast=\"none\">\u2019<\/span><span data-contrast=\"none\">s economic benefit over another<\/span><span data-contrast=\"none\">\u2019<\/span><span data-contrast=\"none\">s public health is a repeated practice within tobacco markets, despite <\/span><a href=\"https:\/\/fctc.who.int\/news-and-resources\/publications\/i\/item\/fctc-cop7(21)-trade-and-investment-issues-including-agreements-and-legal-challenges-in-relation-to-the-implementation-of-the-who-fctc-conference-of-the-parties-to-the-who-framework-conventionon-tobacco-control-seventh-session\"><span data-contrast=\"none\">the WHO FCTC requirement<\/span><\/a><span data-contrast=\"none\"> to consider public health objectives in trade and investment agreements. This case in point merits an inquiry to signpost the tobacco industry<\/span><span data-contrast=\"none\">\u2019<\/span><span data-contrast=\"none\">s repeated unethical practices prioritizing profits over public health by targeting marginalized communities, and those in fragile, and war-torn zones.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: left\" data-ccp-border-bottom=\"0px none #000000\" data-ccp-padding-bottom=\"0px\" data-ccp-border-between=\"0px none #000000\" data-ccp-padding-between=\"0px\"><span data-contrast=\"none\">The collective appeal from multiple organizations, and tobacco control advocates also highlights the potential harm these packs could cause across the African Continent. It is reported that billions of BAT-produced cigarettes are <\/span><a href=\"https:\/\/tobaccotactics.org\/article\/sudan-country-profile\/\"><span data-contrast=\"none\">smuggled every year to Sudan<\/span><\/a><span data-contrast=\"none\">. Besides, extensive research exists implicating BAT of multiple instances of <\/span><a href=\"https:\/\/www.tobaccotactics.org\/article\/british-american-tobacco\/\"><span data-contrast=\"none\">f<\/span><span data-contrast=\"none\">rustrating tobacco control measures in Sudan<\/span><\/a><span data-contrast=\"none\">. Furthermore, in Pakistan, there is a real risk that the 10 packs produced for <\/span><span data-contrast=\"none\">\u201c<\/span><span data-contrast=\"none\">export alone\u201d could popularize in local markets due to affordability and easy excess to the children.
