{"id":1606,"date":"2021-09-09T08:00:39","date_gmt":"2021-09-09T08:00:39","guid":{"rendered":"https:\/\/blogs.bmj.com\/tc\/?p=1606"},"modified":"2021-09-06T10:30:31","modified_gmt":"2021-09-06T10:30:31","slug":"bangladesh-disqualifies-tobacco-companies-from-the-presidents-award-a-welcome-step-in-the-right-direction","status":"publish","type":"post","link":"https:\/\/blogs.bmj.com\/tc\/2021\/09\/09\/bangladesh-disqualifies-tobacco-companies-from-the-presidents-award-a-welcome-step-in-the-right-direction\/","title":{"rendered":"Bangladesh Disqualifies Tobacco Companies from the President\u2019s Award: A Welcome Step in the Right Direction"},"content":{"rendered":"<p><strong>ABM Zubair<\/strong><\/p>\n<p><strong>\u00a0<\/strong>The Ministry of Industries (MoInd) of Bangladesh has <a href=\"https:\/\/bangladeshpost.net\/posts\/activists-laud-as-govt-disqualifies-tobacco-companies-from-president-s-award-66698\">issued a new policy<\/a> that prevents tobacco manufacturers and associated companies from receiving the prestigious President&#8217;s Award for Industrial Development.<\/p>\n<p>The MoInd has recently been <a href=\"https:\/\/www.daily-sun.com\/printversion\/details\/470419\/Tobacco-co-selected-for-President%E2%80%99s-Award\">criticis<\/a>ed by public health activists after it selected British American Tobacco Bangladesh (BATB), the largest manufacturer of tobacco products in Bangladesh, for the President\u2019s Award for two consecutive years.<\/p>\n<p>Bangladesh is one of the worst countries for tobacco industry interference. In 2019, Bangladesh was placed among the top three (03) countries for tobacco industry interference in the <a href=\"..\/..\/..\/..\/AppData\/Local\/Microsoft\/AppData\/Local\/Microsoft\/Windows\/AppData\/Local\/Microsoft\/Windows\/INetCache\/Content.Outlook\/Downloads\/Downloads\/Documents\/GlobalTIIIndex_Report_2019.pdf\">Global Tobacco Industry Interference Index<\/a>. The <a href=\"http:\/\/www.tobaccoindustrywatchbd.org\/contents\/uploaded\/Bangladesh%20Tobacco%20Industry%20Index_%202020.pdf\">latest country index<\/a> in 2020 identified the MoInd as one of the three ministries in Bangladesh that are particularly vulnerable to tobacco industry interference. The other two are the Ministry of Finance and Ministry of Commerce.<\/p>\n<p>In Bangladesh, BATB has long been a recipient of many prestigious accolades. Awards are often handed out by influential policymakers and government high officials at gala events and are highly publicized in the media. It should be noted that the government holds a 9.49% share in BATB, distributed under different government institutions and the position of the President of the People\u2019s Republic of Bangladesh. It has been <a href=\"https:\/\/www.tbsnews.net\/companies\/supro-demands-withdrawal-governments-share-british-american-tobacco-40693\">alleged<\/a> by anti-tobacco control organisations of Bangladesh that the multinational tobacco company is taking advantage of this government partnership and the awards-accolades to influence administration and policymaking with a view to weakening the implementation and formulation of tobacco control measures.<\/p>\n<p>The company was selected for the President&#8217;s Award for Industrial Development under the large industry category in both 2018 and 2019. BATB\u2019s Head of Legal and External Affairs <a href=\"https:\/\/www.tbsnews.net\/companies\/batb-wins-1st-prize-presidents-award-industrial-development-2018-178213\">received<\/a> the 2018 Award from the Industries Minister. The President was also present (virtually) during the event. In 2019, the MoInd <a href=\"https:\/\/www.facebook.com\/BATBangladeshOfficial\/posts\/207087404648893\/\">selected<\/a> BATB for the National Productivity and Quality Excellence Award 2018 which was again presented to the company by the Industries Minister. In 2021, the Institute of Cost and Management Accountants of Bangladesh (ICMAB), an autonomous body under the Ministry of Commerce, awarded the ICMAB Best Corporate Award 2019 to BATB which was <a href=\"https:\/\/www.tbsnews.net\/companies\/bat-bangladesh-wins-icmab-best-corporate-award-208465\">handed over<\/a> to the company by the Commerce Minister.<\/p>\n<p>The National Board of Revenue (NBR), the apex revenue authority under the Ministry of Finance, has found to be particularly enthusiastic in bestowing awards on tobacco companies. BATB, in 2021, has <a href=\"https:\/\/epaper.thefinancialexpress.com.bd\/2021\/02\/13\/images\/09_101.jpg\">received<\/a> the Top Taxpayer Award for a fourth consecutive year. Smokeless tobacco manufacturer <a href=\"https:\/\/www.thedailystar.net\/business\/news\/nbr-honours-kaus-mia-best-taxpayer-mujib-year-2055473\">Kaus Mia<\/a> has been also a recipient of NBR\u2019s tax awards since 2010-11.<\/p>\n<p>Bangladesh has been pursuing a sustainable industrialization policy since 2016. The country also aspires to become tobacco-free by 2040 as declared by the Honorable Prime Minister in 2016. However, nominating tobacco companies for prestigious recognition always sends a contradictory message and implies that the government encourages tobacco companies\u2019 line of business despite the huge havoc it causes on national health (126,000 <a href=\"https:\/\/www.cancerresearchuk.org\/sites\/default\/files\/tat004_factsheet_proactt_final_print.pdf?utm_source=affiliate_window&amp;utm_medium=affiliate&amp;utm_name=online_retail&amp;utm_content=www.adgoal.net&amp;awc=2584_1630149641_4d92a9a37f70b243fa5f2229df52b821\">lives lost<\/a> a year), economy (BDT 30,560 crore equivalent to USD 3.6 billion on health care and loss of productivity) and environment (<a href=\"https:\/\/bdnews24.com\/environment\/2016\/08\/14\/tobacco-processing-gobbles-up-forests-in-coxs-bazar-hills\">responsible<\/a> for 31% of deforestation in Bangladesh). Bangladesh is also a party to World Health Organization\u2019s Framework Convention on Tobacco Control (WHO FCTC).<\/p>\n<p>The MoInd\u2019s latest move during COVID-19 pandemic is undoubtedly a solid step in the right direction to realise Bangladesh\u2019s vision of a tobacco-free future. Other vulnerable ministries, particularly the Ministry of Finance and the Ministry of Commerce, should follow suit. To safeguard tobacco control policies from interference from the industry, WHO FCTC Article 5.3 Guidelines (which aim to protect policy making from the vested interests of the tobacco industry) need to be fully implemented.
