Not Big Tobacco"},"content":{"rendered":"<p><strong>Alice Fabbri, Louis Laurence, Mateusz Zato\u0144ski, Anna B Gilmore<\/strong><\/p>\n<p>On April 20<sup>th<\/sup> the magazine Foreign Policy will hold a Virtual Dialogue on <a href=\"https:\/\/foreignpolicy.com\/events\/science-diplomacy-global-recovery\/\" target=\"_blank\" rel=\"noopener\">\u201cScience Diplomacy\u201d.<\/a> The event will focus on <em>\u201celevating the role of science in addressing global challenges\u201d<\/em> including recovery from the COVID-19 pandemic. One of the event\u2019s aims is to <em>\u201cenergize international cooperation on science and technology innovation\u00a0to tackle misinformation<\/em>\u201d.<\/p>\n<p>On the surface, this appears a relevant and timely initiative. Yet most will be appalled that the event is organised in partnership with Philip Morris International (PMI). The irony of PMI co-organising and speaking at an event on science diplomacy and tackling misinformation cannot be missed. The tobacco industry\u2019s long history of <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC1497700\/pdf\/15842123.pdf\" target=\"_blank\" rel=\"noopener\">manipulating science is well evidenced<\/a>. For decades tobacco companies misused and manipulated science to create doubt around the health risks of their deadly products and the effectiveness of smoking policies. They <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC1497700\/pdf\/15842123.pdf\" target=\"_blank\" rel=\"noopener\">funded and disseminated<\/a> research supporting their position while simultaneously <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC1497700\/pdf\/15842123.pdf\" target=\"_blank\" rel=\"noopener\">suppressing and attacking<\/a> research they deemed unfavourable. In the 1990s, as part of widespread efforts to prevent policies restricting smoking, Philip Morris <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC1446868\/pdf\/0911749.pdf\" target=\"_blank\" rel=\"noopener\">appropriated the \u201csound science\u201d concept<\/a> to attack studies showing the harm of passive smoking and tried to change scientific standards of proof to make it impossible to demonstrate the harms of second-hand smoke. In her landmark 2006 <a href=\"https:\/\/www.publichealthlawcenter.org\/sites\/default\/files\/resources\/doj-final-opinion.pdf\" target=\"_blank\" rel=\"noopener\">verdict<\/a> that US tobacco companies had violated racketeering laws and fraudulently covered up the health risks of smoking, Judge Gladys Kessler stated they had <a href=\"https:\/\/www.publichealthlawcenter.org\/topics\/commercial-tobacco-control\/commercial-tobacco-control-litigation\/united-states-v-philip\" target=\"_blank\" rel=\"noopener\"><em>\u201cengaged in and executed \u2013 and continue to engage in and execute \u2013 a massive 50-year scheme to defraud the public\u201d<\/em><\/a>. In line with Kessler\u2019s conclusion that such efforts were ongoing, former PMI scientists have <a href=\"https:\/\/www.reuters.com\/article\/uk-tobacco-iqos-science-specialreport\/special-report-scientists-describe-problems-in-philip-morris-e-cigarette-experiments-idUKKBN1EE1G8?edition-redirect=uk\" target=\"_blank\" rel=\"noopener\">recently raised concerns<\/a> about the company\u2019s science and it appears PMI may still be <a href=\"https:\/\/exposetobacco.org\/news\/pmi-agm\/\" target=\"_blank\" rel=\"noopener\">misrepresenting evidence<\/a> and <a href=\"https:\/\/www.bmj.com\/content\/bmj\/370\/bmj.m3528.full.pdf\" target=\"_blank\" rel=\"noopener\">regulatory decisions<\/a> around its latest products.<\/p>\n<p>It is also worth mentioning that the \u201cScience Diplomacy\u201d event is being co-sponsored by the \u201c<a href=\"https:\/\/tobaccotactics.org\/wiki\/the-industry-transformation-coalition\/\" target=\"_blank\" rel=\"noopener\">Industry Transformation Coalition<\/a>\u201d, an organisation whose <a href=\"https:\/\/www.industrytransformation.org\/our-members\" target=\"_blank\" rel=\"noopener\">list of members<\/a> includes PMI, Pepsico, and the US Oil &amp; Gas Association (among others). Despite the claim its primary mission is \u201c<a href=\"https:\/\/www.industrytransformation.org\/\" target=\"_blank\" rel=\"noopener\">well-being<\/a>\u201d, the coalition appears to be operating as another conduit for PMI\u2019s messaging. In 2020 it \u00a0published a PMI-authored \u2018White Paper\u2019 on <a href=\"https:\/\/static1.squarespace.com\/static\/5dbc932a42a5ba2aa8b3c25d\/t\/5fd8947877d7f03dcdb81aa1\/1608029305543\/PMI_WhitePaper_Trust_COVID_world_final+%281%29.pdf\" target=\"_blank\" rel=\"noopener\">\u201cTrust in a COVID World\u201d.<\/a> The report discusses public trust (including trust in science and business) and presents the result of a PMI-sponsored international survey that showed <em>\u201cclear support for companies engaging more with both governments and the public on public policy and social issues\u201d.<\/em> The tobacco industry co-opting discussions around public trust in science and COVID-19 recovery is deeply concerning. Few industries have done more to <a href=\"https:\/\/tobaccotactics.org\/wiki\/influencing-science\/\" target=\"_blank\" rel=\"noopener\">erode trust in science<\/a> and <a href=\"https:\/\/www.who.int\/news\/item\/12-04-2021-1.4-trillion-lost-every-year-to-tobacco-use-new-tobacco-tax-manual-shows-ways-to-save-money-and-build-back-better-after-covid-19\" target=\"_blank\" rel=\"noopener\">damage economies<\/a>.<\/p>\n<p>In light of these considerations, we call on scientists, public health professionals, and governmental representatives to avoid associating their names with the upcoming \u201cScience Diplomacy\u201d event and similar types of initiatives. A speaker from the Organisation for Economic Co-operation and Development (OECD) was listed on the website of the event on 9<sup>th<\/sup> April and by the 13<sup>th<\/sup> had been removed. The apparent and commendable withdrawal of the OECD speaker is consistent with the duties of OECD member states, who as Parties to the WHO Framework Convention on Tobacco Control are bound by its Article 5.3. Yet, broader structural problems remain. With the \u201cScience Diplomacy\u201d event, Foreign Policy joins the <a href=\"https:\/\/deliverchange-staging.economist.com\/article\/lasting-effects\/\" target=\"_blank\" rel=\"noopener\">Economist<\/a> and other media groups willing to collaborate with PMI on <a href=\"https:\/\/deliverchange-staging.economist.com\/wp-content\/uploads\/2020\/10\/EIU-PMI-Illicit-Trade.pdf\" target=\"_blank\" rel=\"noopener\">publications<\/a> and<a href=\"https:\/\/events.economist.com\/events-conferences\/emea\/confronting-global-challenges\/\" target=\"_blank\" rel=\"noopener\"> events<\/a>.
