We post it here under Creative Commons license.<\/p>\n<p><strong><em>Prominent Australian professors have been caught out making false statements in the tobacco wars started by Rupert Murdoch\u2019s News Corp.<\/em><\/strong><\/p>\n<p>SEVERAL ACADEMICS used by the Murdoch-owned newspaper <em>The Australian<\/em> have been seriously singed in the last week. They include Professor <a href=\"http:\/\/www.sourcewatch.org\/index.php?title=Judith_Sloan\">Judith Sloan<\/a> from Melbourne University, Wollongong University\u2019s Professor <a href=\"http:\/\/en.wikipedia.org\/wiki\/Henry_Ergas\">Henry Ergas<\/a> and Professor <a href=\"http:\/\/www.sourcewatch.org\/index.php\/Sinclair_Davidson\">Sinclair Davidson<\/a> from RMIT.<\/p>\n<p>This saga shows, intriguingly, how <em>The Australian<\/em> is following the malicious Murdoch <em>modus operandum<\/em> in Britain.<\/p>\n<p>The current saga began with <em>The Australian\u2019s<\/em> front page \u2018exclusive\u2019 on June 6 by <a href=\"http:\/\/en.wikipedia.org\/wiki\/Christian_Kerr\">Christian Kerr<\/a> <a href=\"http:\/\/www.theaustralian.com.au\/national-affairs\/policy\/labors-plain-packaging-fails-as-cigarette-sales-rise\/story-fn59nokw-1226945123085\">announcing<\/a> that cigarette plain packaging has caused an increase in sales.<\/p>\n<p>That story quoted discredited industry sources, made several false claims and omitted significant vital information.<\/p>\n<p>This went largely unremarked in Australia, presumably because <em>The Australian<\/em> is notorious for these failures. Only economist <a href=\"http:\/\/www.marketeconomics.com.au\/stephen-koukoulas\">Stephen Koukoulas<\/a> in his blog <em>The Kouk<\/em> publicly <a href=\"http:\/\/thekouk.com\/blog\/the-australian-s-claim-on-tobacco-go-up-in-smoke.html#.U6Ldzfl_vGg\">challenged<\/a> the story. His blog provides an excellent blow by blow dismantling of <em>The Australian\u2019s<\/em> mendacious campaign.<\/p>\n<p>In Britain, however, where debate on plain packaging is raging, Murdoch\u2019s newspapers and others gleefully <a href=\"http:\/\/www.thetimes.co.uk\/tto\/news\/world\/australia-newzealand\/article4111654.ece\">regurgitated<\/a> the story. This was a huge <a href=\"http:\/\/www.abc.net.au\/mediawatch\/transcripts\/1420_spectator.pdf\">boost<\/a> for the tobacco industry, which bitterly opposes the reform.<\/p>\n<p>Then last Monday, two things happened.<\/p>\n<p><em>The Australian<\/em> <a href=\"http:\/\/www.theaustralian.com.au\/opinion\/columnists\/claims-plain-packaging-works-go-up-in-smoke\/story-fnbkvnk7-1226955234066\">fired back<\/a> at Koukoulas with the heavy artillery of Judith Sloan, a professorial fellow at the <a href=\"http:\/\/www.sourcewatch.org\/index.php\/Melbourne_Institute\">Melbourne Institute<\/a> of Applied Economic and Social Research at Melbourne University:<\/p>\n<blockquote><p><em>&#8216;There are at least four problems with the Kouk\u2019s analysis. The first is that expenditure figures do not allow us to know precisely what has happened to quantity, a point made above. And here\u2019s the second problem \u2014 through most of 2013, total spending on cigarettes rose.&#8217; <\/em><\/p><\/blockquote>\n<p>As <em>The Kouk<\/em> <a href=\"http:\/\/thekouk.com\/blog\/ms-sloan-and-the-volume-of-tobacco-consumed.html#.U6VGVbHNyjc\">showed<\/a> convincingly on his blog almost immediately, all four points of rebuttal were actually untrue.<\/p>\n<p>Reader <a href=\"http:\/\/www.theaustralian.com.au\/opinion\/columnists\/claims-plain-packaging-works-go-up-in-smoke\/story-fnbkvnk7-1226955234066\">comments<\/a> following Sloan\u2019s article in <em>The Australian<\/em> were suddenly closed and she has not been heard from on the matter since.<\/p>\n<p>Then on Monday night the ABC\u2019s <em>Media Watch<\/em> <a href=\"http:\/\/www.abc.net.au\/mediawatch\/transcripts\/s4026465.htm\">exposed<\/a> the many falsehoods in Kerr\u2019s story. It also highlighted Kerr\u2019s <a href=\"https:\/\/www.ipa.org.au\/publications\/2078\/end-the-nanny-state-to-win\">association<\/a> with the <a href=\"http:\/\/www.sourcewatch.org\/index.php?title=Institute_of_Public_Affairs\">Institute of Public Affairs<\/a> (IPA) and its history of advocacy for big tobacco.<\/p>\n<p><iframe loading=\"lazy\" title=\"The Australian goes up in smoke (ABC MediaWatch 16\/6\/14)\" width=\"640\" height=\"480\" src=\"https:\/\/www.youtube.com\/embed\/qTcnLa462Es?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<blockquote><p><em>&#8216;Every bit of the report is dodgy, from the way it was set up, to what\u2019s in it, to the lack of analysis.&#8217;<\/em><\/p><\/blockquote>\n<p>In response to being exposed as truth deniers yet again, <em>The Australian<\/em> did what News Corp often does \u2014 it called in its storm troopers to ferociously attack <em>Media Watch<\/em> and Koukoulas.<\/p>\n<p>It did this when <a href=\"http:\/\/www.sourcewatch.org\/index.php?title=Andrew_Bolt\">Andrew Bolt<\/a> was <a href=\"http:\/\/www.theglobalmail.org\/feature\/one-year-on-how-to-twist-and-shout-down-a-legal-judgment\/402\/\">caught lying<\/a> about Aboriginal people by the Federal Court. It did this when former <a href=\"http:\/\/blogs.crikey.com.au\/purepoison\/2010\/09\/09\/the-australian-announces-that-it-wants-to-destroy-the-greens\/\">Greens<\/a> leader <a href=\"http:\/\/en.wikipedia.org\/wiki\/Bob_Brown\">Bob Brown<\/a> called them on their distortions. Not to mention its <a href=\"http:\/\/www.pedestrian.tv\/news\/arts-and-culture\/daily-telegraph-likens-stephen-conroy-to-stalin-ov\/8628bff0-f903-442d-b1eb-2cb2779c57eb.htm\">attacks<\/a> on <a href=\"http:\/\/en.wikipedia.org\/wiki\/Stephen_Conroy\">Stephen Conroy<\/a> over media reform.<\/p>\n<p>This is consistent with the <a href=\"http:\/\/www.theguardian.com\/media\/2013\/feb\/12\/leveson-what-happened-next\">findings<\/a> of the Leveson Inquiry in the UK, which found<\/p>\n<blockquote><p><em>&#8216;&#8230; a cultural tendency within parts of the <\/em>[Murdoch] <em>press vigorously to resist or dismiss complainants almost as a matter of course.&#8217; <\/em><\/p><\/blockquote>\n<p>Leveson found that even when an apology was agreed, Murdoch continued with<\/p>\n<blockquote><p><em>&#8216;&#8230; high-volume, extremely personal attacks on those who challenge them.&#8217;<\/em><\/p><\/blockquote>\n<p>On Wednesday, <em>The Australian<\/em> came out with all guns blazing.<\/p>\n<p>Reporter Adam Creighton teamed up with Christian Kerr for another <a href=\"http:\/\/www.theaustralian.com.au\/national-affairs\/policy\/plain-wrong-here-are-the-facts-cheap-smokes-are-on-the-rise-since-plain-packaging\/story-fn59nokw-1226958089150?sv=20c35a060b7b399b8981958c54781ca0\">attack<\/a>. Anthony Klan <a href=\"http:\/\/www.theaustralian.com.au\/national-affairs\/illegal-tobacco-swelling-into-a-growth-industry\/story-fn59niix-1226957980763\">wrote<\/a> about illegal tobacco. Legal affairs editor Chris Merritt penned a snarly <a href=\"http:\/\/www.theaustralian.com.au\/national-affairs\/policy\/what-media-watch-package-didnt-tell-us\/story-fn59nokw-1226957978253#mm-premium\">piece<\/a> accusing both Koukoulas and Daube of bias.<\/p>\n<p>And there were two more professors \u2014 Henry Ergas and Sinclair Davidson.<\/p>\n<p>Their ammunition included impressive charts and graphs, authoritative pronouncements from tobacco executives, snide asides, vicious frontal personal attacks and several bright crimson red herrings.<\/p>\n<p>Thursday and Saturday continued the barrage with an arrogant editorial, plus Creighton and Ergas again.<\/p>\n<p>Ergas made the extraordinary <a href=\"http:\/\/www.theaustralian.com.au\/opinion\/columnists\/labor-policies-in-the-frame-it-was-a-case-of-smoke-and-mirrors\/story-fn7078da-1226957982857#mm-premium\">claim<\/a>:<\/p>\n<blockquote><p><em>&#8216;In fact, Australian Bureau of Statistics data shows tobacco consumption increased by 2.5 per cent in volume terms in the year immediately after the introduction of plain packaging.&#8217;<\/em><\/p><\/blockquote>\n<p>That is blatantly false.<\/p>\n<p>Plain packaging began in December 2012.<\/p>\n<p>These are the <strong>quarterly figures on household expenditure on tobacco consumption for 2012<\/strong> [from the <a href=\"http:\/\/www.abs.gov.au\/\">Australian Bureau of Statistics<\/a> (ABS) file 5206008, column AM]:<\/p>\n<p>March 2012: 3593<br \/>\nJune 2012: 3579<br \/>\nSeptember 2012: 3595<br \/>\nDecember 2012: 3483<\/p>\n<p><strong>Quarterly figures for 2013:<\/strong><\/p>\n<p>March 2013: 3467<br \/>\nJune 2013: 3521<br \/>\nSeptember 2013: 3567<br \/>\nDecember 2013: 3571<\/p>\n<p><strong>The 2014 first quarter:<\/strong><\/p>\n<p>March 2014:\u00a03298<\/p>\n<p>Any way those numbers are examined, there has been a fall in consumption.<\/p>\n<p>The last quarter is the lowest on record, 8.2% lower than the equivalent quarter before plain packaging was introduced.<\/p>\n<p>The last full year \u2013 June 2013 to March 2014 \u2013 shows consumption 1.2% below the previous year.<\/p>\n<p>Calendar year 2013 consumption is 0.87% below 2012.<\/p>\n<p>So where does Ergas get<\/p>\n<blockquote><p>&#8216;&#8230;<em>consumption increased by 2.5 per cent in volume terms in the year&#8230;&#8217;<\/em><\/p><\/blockquote>\n<p>Only by cherry picking one aberrant quarter \u2013 December 2013 \u2013 and comparing that with December 2012.<\/p>\n<p>Shame.<\/p>\n<p>Since the 6 June story, Professor Sinclair Davidson has maintained a commentary at his blog, <a href=\"http:\/\/catallaxyfiles.com\/2014\/06\/06\/hows-that-plain-packaging-policy-working-ii\/\">applauding<\/a> <em>The Australian\u2019s<\/em> tawdry campaign.<\/p>\n<p>Davidson is a senior <a href=\"https:\/\/www.ipa.org.au\/people\/sinclair-davidson\">fellow<\/a> at the Institute of Public Affairs, which receives <a href=\"http:\/\/www.abc.net.au\/mediawatch\/transcripts\/1420_smhipa.pdf\">funding<\/a> from British American Tobacco Australia\u00a0and has long <a href=\"http:\/\/www.abc.net.au\/mediawatch\/transcripts\/1420_ozwilson.pdf\">campaigned<\/a> for <a href=\"http:\/\/www.independentaustralia.net\/business\/business-display\/crackers-4-the-institute-of-public-smokescreens,3473\">the tobacco industry<\/a>.<\/p>\n<p>Delighted at another academic at hand, <em>The Australian<\/em> re-ran Davidson\u2019s Tuesday <a href=\"http:\/\/catallaxyfiles.com\/2014\/06\/17\/abc-admits-christian-kerr-is-correct\/\">blog<\/a> on Wednesday.<\/p>\n<p>It included this comment on the ABS consumption figures:<\/p>\n<blockquote><p><em>&#8216;Then we need to understand expenditure is a measure of price times quantity. Now, with some sophisticated mathematics, I\u2019m going to change the subject of the formula and we also know that quantity is expenditure divided by price. So now if expenditure is down and price is a constant, then quantity is down too.&#8217;<\/em><\/p><\/blockquote>\n<p>This is not true. It repeats one of Judith Sloan\u2019s errors in her earlier attack.<\/p>\n<p>In fact, the ABS chain volume measures reflect quantity only. The effect of price has been removed. This is clear from the ABS notes to the national accounts.<\/p>\n<p>Just to be sure, <em>Independent Australia<\/em> wrote to the ABS and received this reply [<strong>IA emphasis<\/strong>]:<\/p>\n<blockquote><p><em>&#8216;Chain volume measures provide a time series of expenditure that are <strong>free of the direct effects of price change<\/strong>. They do not represent quantities, such as kilograms or tonnes. They are calculated by deflating current price expenditure data with an appropriate price index. <strong>This forms a volume index<\/strong>.&#8217;<\/em><\/p><\/blockquote>\n<p>Hilariously, in all this, Kerr actually conceded on Wednesday that his first story was wrong, <a href=\"http:\/\/www.theaustralian.com.au\/national-affairs\/policy\/plain-wrong-here-are-the-facts-cheap-smokes-are-on-the-rise-since-plain-packaging\/story-fn59nokw-1226958089150?sv=20c35a060b7b399b8981958c54781ca0#mm-premium\">admitting<\/a> amid the bluster, distractions, hypocrisy, insults and statistical trickery that<\/p>\n<blockquote><p><em>&#8216;&#8230; total consumption of cigarettes was slightly lower over the whole of last year than in 2012.&#8217;<\/em><\/p><\/blockquote>\n<p>So what was this all about? To distract from the woes of the failing Abbott <a href=\"http:\/\/www.independentaustralia.net\/politics\/politics-display\/tony-abbott-and-our-new-murdochracy,5707\">Government<\/a>? To boost big tobacco\u2019s campaign in Britain? To sink the slipper into the former Labor Government again? Or all three?<\/p>\n<p>In an amusing aside, the online version of Henry Ergas\u2019 second <a href=\"http:\/\/www.theaustralian.com.au\/opinion\/columnists\/why-stephen-koukoulas-is-plain-wrong-on-cigarette-packaging\/story-fn7078da-1226961683452\">foray<\/a> has a photo of one Murdoch target, captioned <em>&#8216;Health Minister Nicola Roxon&#8217;<\/em>.<\/p>\n<p>Memo to <em>The Australian<\/em>: <a href=\"http:\/\/en.wikipedia.org\/wiki\/Nicola_Roxon\">Roxon<\/a> retired as health minister in 2011. Get used to it.<\/p>\n<p>We know Rupert Murdoch was a\u00a0Phillip Morris <a href=\"http:\/\/rabble.ca\/blogs\/bloggers\/donald-gutstein\/2011\/07\/murdoch%E2%80%99s-ties-big-tobacco\">board<\/a>\u00a0member for many years. We know several big tobacco executives have been on News Corp\u2019s board. And we know many News Corp \u2018journalists\u2019 lie and <a href=\"http:\/\/www.independentaustralia.net\/politics\/politics-display\/tony-abbott-and-our-new-murdochracy,5707\">distort<\/a> routinely.<\/p>\n<p>But why would academics join this offensive campaign and risk their reputations becoming smoking ruins?<\/p>\n<p><strong><em>You can follow Alan Austin on Twitter\u00a0<a href=\"http:\/\/twitter.com\/alantheamazing\">@AlanTheAmazing<\/a>.
