As a Westerner living in China, only 900 km from Wuhan, the outbreak\u2019s epicentre, I can\u2019t but be amazed by how China has managed to cope with such a health crisis. Chinese measures slowed down the progress of the virus and were essential to give other countries time to prepare (although most governments wasted that opportunity). <a href=\"https:\/\/www.who.int\/dg\/speeches\/detail\/who-director-general-s-statement-on-ihr-emergency-committee-on-novel-coronavirus-(2019-ncov)\">The WHO even proclaimed that China defined \u2018the standard of care\u2019 in dealing with health crises<\/a>, and urged the rest of the world to follow the Chinese example.<\/p>\n<p>There is only one small problem: <a href=\"https:\/\/time.com\/5796425\/china-coronavirus-lockdown\/\">the Chinese modus operandi cannot be emulated anywhere else in the world<\/a>.<\/p>\n<p>The Chinese lesson on \u2018how to successfully deal with a pandemic and get away with it\u2019 entails some basic requirements that are only met in China. Obviously, it requires a <a href=\"https:\/\/www.spf.org\/spf-china-observer\/en\/document-detail005.html\">centralised political power<\/a> able to make decisions that are enforceable across the entire territory without question or hesitation. No less important, it requires the <a href=\"https:\/\/www.scmp.com\/tech\/apps-social\/article\/3051587\/how-china-has-turned-tech-never-combat-coronavirus\">technological resources<\/a> to put in place the measures adopted. In the 21<sup>st<\/sup> century, states cannot control a pandemic with a policeman at each corner, but need advanced technology, robots and algorithms, basically everything you see in science fiction movies. China had the technological know-how and, more than that, had already in place <a href=\"https:\/\/www.theatlantic.com\/international\/archive\/2018\/02\/china-surveillance\/552203\/\">sophisticated technological mechanisms to monitor people<\/a>.<\/p>\n<p>But the most striking requirement for coping with a pandemic seems to be a \u2018control-friendly law\u2019, something that <a href=\"https:\/\/qz.com\/1847421\/why-most-western-democracies-cant-contain-coronavirus\/\">most democracies (fortunately) lack<\/a>. Take the example of the long mandatory quarantine imposed in Wuhan. No government could have pulled it off as China did. The point is that no matter how compliant a community is, governments are not able to keep people at home (effectively at home, and not \u2018at home, but going jogging\u2019 or \u2018at home, but going for a ride\u2019) for a long period. Unless, of course, the legal framework allows for so called \u2018draconian measures\u2019.<\/p>\n<p>One of the most restrictive home quarantines imposed in Europe was in Italy, where people found in violation of quarantine risked a <a href=\"https:\/\/www.thelocal.it\/20200320\/more-than-50000-people-in-italy-charged-with-breaking-quarantine-rules\">three-month jail sentence or a 200 Euro fine<\/a>. Despite these penalties, <a href=\"https:\/\/www.newsweek.com\/vp-chinese-red-cross-says-coronavirus-striken-italy-not-doing-nearly-enough-slow-spread-we-must-1493476\">parties were still held<\/a> and people <a href=\"https:\/\/www.wantedinmilan.com\/whatson\/italian-mayors-lose-it-with-people-violating-coronavirus-quarantine.html\">played ping pong on the beach<\/a>. In the UK, also ostensibly under a strict lockdown, <a href=\"https:\/\/news.sky.com\/story\/coronavirus-dozens-fined-for-heading-to-the-beach-during-lockdown-11972845\">people went to the beach<\/a>. Under Chinese law, a breach of quarantine can lead to 7 years in prison, and believe me, the authorities do not fool around on this matter.<\/p>\n<p>All of the amazing technology used by China requires a legal framework that authorises (and encourages) its use. <a href=\"https:\/\/www.reuters.com\/article\/us-health-coronavirus-facial-recognition\/even-mask-wearers-can-be-idd-china-facial-recognition-firm-says-idUSKBN20W0WL\">Mass surveillance mechanisms<\/a>, such as facial recognition to identify people violating home confinement or failing to wear face masks, would be banned under most Western legal systems. <a href=\"https:\/\/www.broadband4europe.com\/contact-tracing-and-privacy-european-digital-sovereignty-but-without-ethics\/\">Mobile apps that allow contact tracing<\/a> are raising huge concerns in Europe. If allowed, it seems that their use has to be <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?qid=1587141168991&amp;uri=CELEX:52020XC0417(08)\">voluntary<\/a> (but if that is the case, how effective will they be?). <a href=\"http:\/\/gilc.org\/privacy\/survey\/intro.html\">Privacy is one of the most important values in the Western world<\/a>, and although many people reveal the most private details on social media, they are not eager for the government to know about them.<\/p>\n<p>The most successful mechanisms in fighting the pandemic \u2013 isolation and contact tracing \u2013 <a href=\"https:\/\/www.cidrap.umn.edu\/news-perspective\/2020\/04\/study-contact-tracing-slowed-covid-19-spread-china\">could not be put together in most jurisdictions<\/a>. In the West, much less invasive measures were suggested and immediately abandoned under <a href=\"https:\/\/www.healthing.ca\/wellness\/covid-19-the-ethics-of-quarantining-healthy-people\">accusations of violating human rights<\/a>. Had any other government tried to do what the Chinese government did (even though such measures saved many lives), it would have been crucified by the media (<a href=\"https:\/\/hongkongfp.com\/2020\/03\/11\/coronavirus-chinese-social-media-platforms-controlled-information-outbreak\/\">not a problem in China\u2026)<\/a> and would have lost the next election (<a href=\"https:\/\/qz.com\/1225347\/xi-jinping-says-chinas-one-party-authoritarian-system-can-be-a-model-for-the-world\/\">also not a problem in China<\/a>).<\/p>\n<p>China has taught the rest of the world how to cope with a pandemic. I will be forever staggered (not always in a positive way) by how the Chinese government managed to cope with such a potentially massive health disaster. The blame is now on Western countries for not having taken the necessary precautions and having dismissed the situation as a Chinese problem, for <a href=\"https:\/\/www.politico.eu\/article\/coronavirus-europe-failed-the-test\/\">failing to understand that it was a global problem<\/a> and for <a href=\"https:\/\/www.independent.co.uk\/news\/world\/americas\/us-politics\/trump-coronavirus-response-china-early-outbreak-pandemic-covid-19-a9416406.html\">lying about the lack of warning from China<\/a>.
