{"id":8523,"date":"2011-04-28T15:29:37","date_gmt":"2011-04-28T14:29:37","guid":{"rendered":"https:\/\/blogs.bmj.com\/bmj\/?p=8523"},"modified":"2011-04-28T15:29:37","modified_gmt":"2011-04-28T14:29:37","slug":"tracey-koehlmoos-on-open-versus-free-access-lesson-learnt","status":"publish","type":"post","link":"https:\/\/blogs.bmj.com\/bmj\/2011\/04\/28\/tracey-koehlmoos-on-open-versus-free-access-lesson-learnt\/","title":{"rendered":"Tracey Koehlmoos on open versus free access: lesson learnt"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.bmj.com\/site\/blog\/icons\/traceykoehlmoos.jpg\" alt=\"Tracey Koehlmoos\" width=\"160\" height=\"111\" align=\"left\" \/> Out of the blue on\u00a028 March my colleagues and I received notification that all <a title=\"Lancet\" href=\"http:\/\/www.thelancet.com\/\" target=\"_blank\">Lancet<\/a> journals are now available to everyone in Bangladesh.\u00a0 As you can imagine, this is excellent news for those of us who like to read the Lancet so that it did feel a little like Christmas especially for the systematic review team and our senior librarian. <!--more--><\/p>\n<p>Also, for people who have a hard time keeping up with a variety of passwords and special entry pages, in its new form, the Lancet is one click access just like the <a title=\"Cochrane Library\" href=\"http:\/\/www.thecochranelibrary.com\/view\/0\/index.html\" target=\"_blank\">Cochrane Library<\/a>. It is really fantastic. In order to update other people with a sincere interest in open access, I briefly wrote to my colleagues on the <a title=\"HIFA\" href=\"http:\/\/www.hifa2015.org\/\" target=\"_blank\">Health Information for All 2015<\/a> (HIFA2015) list-serve about Bangladesh\u2019s good news. Additionally, as always, I expressed sincere concern for those who did not receive the surprise gift of access to the Lancet. I ebulliently noted, &#8220;Lancet journals are now open access in Bangladesh!&#8221;<\/p>\n<p>The response to me came from many sources but the lesson is the same. What Bangladesh received is not &#8220;open access&#8221; but &#8220;free access&#8221; and for proponents of the open access movement, the distinction is very important.<\/p>\n<p>I had not heard the phrase free access previously.\u00a0 Free access, while important, is like a gift and is associated with no rights and might be temporary, and thus able to be withdrawn.\u00a0Ginny Barbour , the chief editor of <a title=\"PLoS Medicine\" href=\"http:\/\/www.plosmedicine.org\/home.action\" target=\"_blank\">PLoS Medicine<\/a>, explained to me that the withdrawal of publishers from <a title=\"Hinary\" href=\"http:\/\/www.who.int\/hinari\/en\/\" target=\"_blank\">HINARI<\/a> (the WHO&#8217;s initiative\u00a0with major publishers that\u00a0gives developing countries\u00a0access\u00a0biomedical and health literature) earlier this year was an example of an end to a free access situation.\u00a0<\/p>\n<p>However, in a true open access situation, information is available to all irrevocably.\u00a0 Peter Suber, a dedicated promoter of the OA movement defines it as &#8220;online access to scientific articles without charge to the readers or libraries&#8221; (<a title=\"Suber\" href=\"http:\/\/www.earlham.edu\/~peters\/fos\/overview.htm\" target=\"_blank\">Suber 2011<\/a>).\u00a0 It means information without barriers, anywhere, anytime. Lesson learnt.<\/p>\n<p>Dr. Barbour has a high profile blog about Open versus Free Access issues that is worth reading if you are interested in these issues called Going the Last Few Miles: <a href=\"http:\/\/bit.ly\/i2yai2\">http:\/\/bit.ly\/i2yai2<\/a><\/p>\n<p>In the meantime, with my expanded vocabulary, I am really enjoying reading the Lancet. I do wonder how long it will last and I think about my systematic review colleagues working in Uganda. I know that they would enjoy this too.
