David Gorski and Gavin Yamey suggest some evidence based strategies<\/p>\n<p><!--more--><\/p>\n<p><span style=\"font-weight: 400\">On 9 April 2021, Open Democracy <\/span><a href=\"https:\/\/www.opendemocracy.net\/en\/dark-money-investigations\/tory-billionaire-bankrolled-herd-immunity-scientist-who-advised-pm-against-lockdown\/\"><span style=\"font-weight: 400\">reported<\/span><\/a><span style=\"font-weight: 400\"> that Oxford University professor Sunetra Gupta, a <\/span><a href=\"https:\/\/youtu.be\/KbLbHyC2URk\"><span style=\"font-weight: 400\">critic<\/span><\/a><span style=\"font-weight: 400\"> of public health measures to curb covid-19 and a proponent of \u201cnatural herd immunity,\u201d had \u201creceived almost \u00a390,000 from the Georg and Emily von Opel Foundation.\u201d The foundation was named after its founder, Georg von Opel who is the great-grandson of Adam Opel, founder of the German car manufacturer. Georg von Opel is a Conservative party <\/span><a href=\"https:\/\/www.theguardian.com\/business\/2015\/feb\/11\/hsbc-files-show-tories-raised-over-5m-from-hsbc-swiss-account-holders\"><span style=\"font-weight: 400\">donor<\/span><\/a><span style=\"font-weight: 400\"> with a <\/span><a href=\"https:\/\/www.forbes.com\/profile\/georg-von-opel\/?sh=68f2d182db55\"><span style=\"font-weight: 400\">net worth of $2 billion<\/span><\/a><span style=\"font-weight: 400\">. \u201cGupta\u2019s arguments against lockdowns\u2014and in favour of \u2018herd immunity,\u2019\u201d the report further noted, \u201chave found favour\u2026in the British government.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">This is not the first time billionaires aligned with industry have provided support to proponents of \u201cherd immunity.\u201d Gupta, along with Harvard University\u2019s Martin Kulldorff and Stanford University\u2019s Jay Bhattacharya, wrote the <\/span><a href=\"https:\/\/gbdeclaration.org\/\"><span style=\"font-weight: 400\">Great Barrington Declaration<\/span><\/a><span style=\"font-weight: 400\"> (GBD), which, in essence, argues that covid-19 should be allowed to spread unchecked through the young and healthy, while keeping those at high risk safe through \u201cfocused protection,\u201d <\/span><a href=\"https:\/\/time.com\/5900024\/covid-19-herd-immunity-dangerous\/\"><span style=\"font-weight: 400\">which is never clearly defined<\/span><\/a><span style=\"font-weight: 400\">. This declaration arose out of a conference hosted <\/span><span style=\"font-weight: 400\">by the American Institute for Economic Research (AIER), and has been heavily promoted by the AIER, a libertarian, <\/span><a href=\"https:\/\/www.aier.org\/wp-content\/uploads\/2013\/11\/EEB-7.01-Kyoto.pdf\"><span style=\"font-weight: 400\">climate-denialist<\/span><\/a><span style=\"font-weight: 400\">, free market think tank that <\/span><a href=\"https:\/\/bylinetimes.com\/2020\/10\/09\/climate-science-denial-network-behind-great-barrington-declaration\/\"><span style=\"font-weight: 400\">receives<\/span><\/a><span style=\"font-weight: 400\"> \u201ca large bulk of its funding from its own investment activities, not least in fossil fuels, energy utilities, tobacco, technology and consumer goods.\u201d The AIER\u2019s American Investment Services Inc. runs a private fund that is <\/span><a href=\"https:\/\/bylinetimes.com\/2020\/10\/09\/climate-science-denial-network-behind-great-barrington-declaration\/\"><span style=\"font-weight: 400\">valued<\/span><\/a><span style=\"font-weight: 400\"> at $284,492,000, with holdings in a wide range of fossil fuel companies (e.g. Chevron, ExxonMobil) and in the tobacco giant Philip Morris International.\u00a0 The AIER has also received funding from the Charles Koch Foundation, which was founded and is chaired by the right-wing billionaire industrialist <\/span><span style=\"font-weight: 400\">known for promoting climate change denial and opposing regulations on business. Koch linked organisations have also opposed <\/span><span style=\"font-weight: 400\">public health measures to curb the spread of covid-19.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Prominent AIER fellows have run afoul of social media for opposing such measures. For example, Naomi Wolf, the AIER\u2019s Senior Visiting Fellow, was recently <\/span><a href=\"https:\/\/www.theguardian.com\/books\/2021\/jun\/05\/naomi-wolf-banned-twitter-spreading-vaccine-myths\"><span style=\"font-weight: 400\">suspended<\/span><\/a><span style=\"font-weight: 400\"> from Twitter (where she had over 140,000 followers) after using her platform to spread anti-vaccine misinformation. For <\/span><a href=\"https:\/\/www.bbc.co.uk\/news\/world-us-canada-57374241\"><span style=\"font-weight: 400\">example<\/span><\/a><span style=\"font-weight: 400\">, she tweeted that vaccines were a &#8220;software platform that can receive uploads&#8221;; she <\/span><a href=\"https:\/\/www.independent.co.uk\/news\/world\/americas\/naomi-wolf-twitter-ban-vaccine-b1860320.html\"><span style=\"font-weight: 400\">wrote<\/span><\/a><span style=\"font-weight: 400\"> that vaccines \u201clet you travel back in time\u201d; she <\/span><a href=\"https:\/\/thehill.com\/policy\/healthcare\/public-global-health\/557107-twitter-suspends-author-naomi-wolf-after-vaccination\"><span style=\"font-weight: 400\">argued<\/span><\/a><span style=\"font-weight: 400\"> that the urine and feces of vaccinated people should be separated from society; and she <\/span><a href=\"https:\/\/news.sky.com\/story\/naomi-wolf-author-suspended-from-twitter-after-anti-vax-tweets-and-claims-dr-fauci-was-satan-12326034\"><span style=\"font-weight: 400\">compared<\/span><\/a><span style=\"font-weight: 400\"> Anthony Fauci to Satan. <\/span><\/p>\n<p><span style=\"font-weight: 400\"><a href=\"https:\/\/www.aier.org\/staffs\/scott-w-atlas\/\">AIER contributor<\/a>\u00a0Scott Atlas, a neuroradiologist and President Trump\u2019s former coronavirus czar, had also previously violated Twitter\u2019s public safety rules, leading to the <\/span><a href=\"https:\/\/www.theguardian.com\/us-news\/2020\/oct\/19\/scott-atlas-twitter-removal-false-coronavirus-tweet\"><span style=\"font-weight: 400\">removal<\/span><\/a><span style=\"font-weight: 400\"> of one of his tweets for promoting misinformation about masks. His tweet <\/span><a href=\"https:\/\/www.theguardian.com\/us-news\/2020\/oct\/19\/scott-atlas-twitter-removal-false-coronavirus-tweet\"><span style=\"font-weight: 400\">stated<\/span><\/a><span style=\"font-weight: 400\"> \u201c\u2018Masks work? NO!\u2019\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The GBD influenced covid-19 policy on both sides of the Atlantic. According to the<\/span> <a href=\"https:\/\/www.thetimes.co.uk\/article\/48-hours-in-september-when-ministers-and-scientists-split-over-covid-lockdown-vg5xbpsfx\"><i><span style=\"font-weight: 400\">Sunday Times<\/span><\/i><\/a><span style=\"font-weight: 400\">, in September 2020, Gupta, along with Oxford University\u2019s Carl Heneghan and Sweden\u2019s state epidemiologist Anders Tegnell, <\/span><a href=\"https:\/\/www.thetimes.co.uk\/article\/48-hours-in-september-when-ministers-and-scientists-split-over-covid-lockdown-vg5xbpsfx\"><span style=\"font-weight: 400\">advised<\/span><\/a><span style=\"font-weight: 400\"> UK prime minister Boris Johnson not to institute a national \u201ccircuit breaker\u201d lockdown to forestall a predicted second wave, persuading him to delay. Details of this meeting, and of the opposition to a circuit breaker by Gupta and Heneghan, <\/span><a href=\"https:\/\/committees.parliament.uk\/oralevidence\/2249\/pdf\/\"><span style=\"font-weight: 400\">were described by Dominic Cummings<\/span><\/a><span style=\"font-weight: 400\"> in his testimony to members of parliament on 26 May 2021. However, Gupta and Heneghan dispute Cummings\u2019s recollection of the meeting and have <\/span><a href=\"https:\/\/committees.parliament.uk\/writtenevidence\/36911\/pdf\/\"><span style=\"font-weight: 400\">provided written evidence<\/span><\/a><span style=\"font-weight: 400\"> to the Health and Social Care Committee and Science and Technology Committee detailing their version of events.They deny Cummings\u2019 claim that they said that there was already herd immunity in the population and that there would be no second wave. Their written evidence suggests that they discussed the need for a strategy to control covid, while minimising societal disruption. Johnson\u2019s \u201cdelay in imposing national restrictions,\u201d <\/span><a href=\"https:\/\/www.theguardian.com\/commentisfree\/2020\/dec\/14\/herd-immunity-boris-johnson-coronavirus\"><span style=\"font-weight: 400\">argues<\/span><\/a><span style=\"font-weight: 400\"> Alan McNally, professor of microbial genomics at the University of Birmingham, \u201cresulted in an estimated 1.3 million extra covid infections.\u201d Gupta also kept Georg von Opel apprised of her efforts: in April 2020, after a television appearance on a Channel 4 debate called \u201cCan Science beat the Virus?\u201d, she wrote an email to von Opel <\/span><a href=\"https:\/\/www.opendemocracy.net\/en\/dark-money-investigations\/tory-billionaire-bankrolled-herd-immunity-scientist-who-advised-pm-against-lockdown\/\"><span style=\"font-weight: 400\">obtained by Open Democracy<\/span><\/a><span style=\"font-weight: 400\"> under Freedom of Information legislation, \u201cI tried to make the point even more strongly that we cannot just consider the question of lifting lockdown in the single dimension of what it will do to the pandemic, but they [Channel 4 news] have cut it down dramatically.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">In October 2020, Gupta, Kulldorff, and Bhattacharya <\/span><a href=\"https:\/\/www.buzzfeednews.com\/article\/stephaniemlee\/herd-immunity-bhattacharya-atlas-barrington\"><span style=\"font-weight: 400\">met<\/span><\/a><span style=\"font-weight: 400\"> with two of US President Donald Trump\u2019s senior health officials, Health and Human Services Secretary Alex Azar and Scott Atlas. Atlas was at the time on leave from his fellowship at the <\/span><a href=\"https:\/\/www.hoover.org\/\"><span style=\"font-weight: 400\">Hoover Institution<\/span><\/a><span style=\"font-weight: 400\">, a conservative think tank affiliated with Stanford University. The meeting reportedly led the administration to eagerly <\/span><a href=\"https:\/\/www.nytimes.com\/2020\/10\/13\/world\/white-house-embraces-a-declaration-from-scientists-that-opposes-lockdowns-and-relies-on-herd-immunity.html\"><span style=\"font-weight: 400\">embrace<\/span><\/a><span style=\"font-weight: 400\"> the GBD. Nor did the GBD authors limit their efforts to national governments. For example, in March 2021 Florida Governor Ron DeSantis hosted a video roundtable with Atlas, Gupta, Kulldorff, and Bhattacharya, where they <\/span><a href=\"https:\/\/twitter.com\/GYamey\/status\/1373011017333157895?s=20\"><span style=\"font-weight: 400\">expressed<\/span><\/a><span style=\"font-weight: 400\"> opposition to masks, testing and tracing, physical distancing, and <\/span><a href=\"https:\/\/twitter.com\/GYamey\/status\/1374686205032419331?s=20\"><span style=\"font-weight: 400\">mass vaccination<\/span><\/a><span style=\"font-weight: 400\">. YouTube <\/span><a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/youtube-pulls-florida-governor-s-video-says-his-panel-spread-n1263635\"><span style=\"font-weight: 400\">removed<\/span><\/a><span style=\"font-weight: 400\"> the video \u201cbecause it included content that contradicts the consensus of local and global health authorities regarding the efficacy of masks to prevent the spread of Covid-19.\u201d GBD authors, predictably, cried, \u201c<\/span><a href=\"https:\/\/www.aier.org\/article\/youtube-censors-florida-governor-desantis-and-his-science-advisors\/\"><span style=\"font-weight: 400\">Censorship<\/span><\/a><span style=\"font-weight: 400\">!\u201d Bhattacharya continues to advise Governor DeSantis on Florida\u2019s covid-19 policies, including <\/span><a href=\"https:\/\/www.wptv.com\/rebound\/state-of-education\/lawsuit-challenging-floridas-mask-mandate-ban-in-schools-wraps-day-two\"><span style=\"font-weight: 400\">providing legal testimony<\/span><\/a><span style=\"font-weight: 400\"> in support of DeSantis\u2019s ban on mask mandates in public schools.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Jeremy Baskin at the Melbourne School of Government has <\/span><a href=\"https:\/\/arena.org.au\/the-coming-covid-science-shtstorm-responding-to-the-great-barrington-declaration\/\"><span style=\"font-weight: 400\">noted an eerie familiarity<\/span><\/a><span style=\"font-weight: 400\">: \u201c\u2018Not again\u2019 will be the first thought of many climate-change veterans. They will recognise in the Great Barrington Declaration (GBD) echoes of the dispiriting and distracting climate-science wars.\u201d It was a very apt comparison. The GBD, AIER, and their corporate funders are using strategies straight out of the climate denial playbook. As described in <\/span><a href=\"https:\/\/www.bloomsbury.com\/us\/merchants-of-doubt-9781608193943\/\"><i><span style=\"font-weight: 400\">Merchants of Doubt<\/span><\/i><\/a><span style=\"font-weight: 400\"> by Naomi Oreskes and Erik Conway, the fossil fuel industry has long used conservative think tanks like the Heartland Institute to sow <\/span><a href=\"https:\/\/www.bbc.com\/news\/stories-53640382\"><span style=\"font-weight: 400\">doubt<\/span><\/a><span style=\"font-weight: 400\"> about climate science while funding contrarian scientists who portray \u201cinconvenient\u201d science as \u201cunsettled\u201d or even <\/span><a href=\"https:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/17524032.2020.1741420\"><span style=\"font-weight: 400\">corrupt<\/span><\/a><span style=\"font-weight: 400\">, a <\/span><a href=\"https:\/\/www.bbc.com\/news\/stories-53640382\"><span style=\"font-weight: 400\">tactic<\/span><\/a><span style=\"font-weight: 400\"> first pioneered by tobacco companies. Such interests, hostile to public health interventions and government endeavors to implement them, appear to have resurrected a similar strategy for the pandemic to sow doubt about (and give the appearance of grassroots support for their opposition to) public health interventions to slow the spread of covid-19. Their strategy has seen a band of scientists teaming up with conservative think-tanks and corporate interests and lending scientific authority to their efforts to downplay the severity of the pandemic and argue that evidence-based public health measures do not work.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Stephan Lewandowsky at the University of Bristol <\/span><a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S2352154621000474?via%3Dihub\"><span style=\"font-weight: 400\">has described links<\/span><\/a><span style=\"font-weight: 400\"> between climate science denialists and those questioning covid-19 public health measures. He also notes support for the GBD \u201camong bots on social media which according to the Federation of American Scientists\u2019 Disinformation Research Group \u2018indicates the conversation is manipulated and inorganic in comparison to the scientific consensus-based conversation opposing herd immunity theories.\u2019\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">How best can scientists push back against the AIER and GBD? There is a range of <\/span><a href=\"https:\/\/www.nature.com\/articles\/s41558-018-0368-6\"><span style=\"font-weight: 400\">evidence-based strategies<\/span><\/a><span style=\"font-weight: 400\">. These include:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">\u201cPublic inoculation\u201d\u2013warning people about the risk of being misled and drawing attention to who is pushing the contentious information and their financial competing interests;<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Highlighting scientific <\/span><a href=\"https:\/\/www.johnsnowmemo.com\/\"><span style=\"font-weight: 400\">consensus<\/span><\/a><span style=\"font-weight: 400\">; and<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Mapping the institutional networks who are pushing controversial information and then using political and legal strategies to counter them.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400\">For physicians, scientists, and public health officials to be effective countering efforts like the GBD, it will be absolutely critical for them to realize that they are not dealing with an orthodox scientific debate based on sound data and evidence, but a well-funded sophisticated science denialist campaign based on ideological and corporate interests.<\/span><\/p>\n<p><b>Gavin Yamey, <\/b><i><span style=\"font-weight: 400\">Professor of Global Health and Public Policy, Duke University; Director, Center for Policy Impact in Global Health, Duke Global Health Institute.<\/span><\/i><\/p>\n<p><b>David H.
