What we\u2019ve seen from the government over recent weeks has been a striking failure on those counts.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Prime minister Boris Johnson gave <\/span><a href=\"https:\/\/www.gov.uk\/government\/speeches\/pm-statement-in-downing-street-27-april-2020\"><span style=\"font-weight: 400\">a speech from outside 10 Downing Street<\/span><\/a><span style=\"font-weight: 400\"> when he returned to work after his hospitalisation with covid-19. Normally, the arrival of the lectern is a harbinger of a significant event\u2014the announcement of a PM arriving, departing, or calling a general election. There was no such significance this time.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The prime minister had nothing of substance to say, and he said it badly. His offbeat and unfocused delivery style, full of misplaced emphases and irrelevant metaphors, may have been a unique selling point in the politician-as-clown schtick figure that Johnson has played so successfully\u2014all the way to the top job. As prime minister, it seems wildly inappropriate to the gravity of a situation in which patients and health and care staff are losing their lives in significant numbers.<\/span><\/p>\n<p><b>The &#8220;invisible mugger&#8221; metaphor<\/b><\/p>\n<p><span style=\"font-weight: 400\">Two aspects of PM Johnson\u2019s speech stood out: neither positively. He asserted that \u201c<\/span><span style=\"font-weight: 400\">I know that there will be many people looking now at our apparent success\u201d. This rhetorical trick is straight out of the Donald Trump playbook, when a statement about unidentified considering something is followed by an evidence-free assertion that demonstrates what a great job the speaker is doing.<\/span><\/p>\n<p><span style=\"font-weight: 400\">It is also not evident to what \u201capparent success\u201d Mr Johnson was referring. The UK\u2019s <\/span><a href=\"https:\/\/www.statista.com\/statistics\/1104709\/coronavirus-deaths-worldwide-per-million-inhabitants\/\"><span style=\"font-weight: 400\">rate of confirmed covid-19 deaths per million<\/span><\/a><span style=\"font-weight: 400\"> of population<\/span> <span style=\"font-weight: 400\">is the fifth worst, with countries where the pandemic started earlier above the UK\u2019s position. The <\/span><a href=\"https:\/\/www.independent.co.uk\/news\/uk\/home-news\/coronavirus-uk-death-toll-cases-france-italy-europe-george-eustice-a9489536.html\"><span style=\"font-weight: 400\">environment secretary acknowledged<\/span><\/a><span style=\"font-weight: 400\"> that it \u201cmay well be\u201d that the UK turns out to have Europe\u2019s highest covid-19 fatality rate.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The PM then, in a spectacularly ill-chosen and confusing analogy, likened the virus to an \u201cinvisible mugger\u201d, saying that \u201c<\/span><span style=\"font-weight: 400\">if this virus were a physical assailant, an unexpected and invisible mugger (which I can tell you from personal experience it is), then this is the moment when we have begun together to wrestle it to the floor.\u201d <\/span><span style=\"font-weight: 400\">Perhaps Johnson is trying to boost his self-image as a hale fellow, taken down by random malice. If that is the case, he might want to reflect back on <\/span><a href=\"https:\/\/www.theguardian.com\/world\/video\/2020\/mar\/27\/i-shook-hands-with-everybody-says-boris-johnson-weeks-before-coronavirus-diagnosis-video\"><span style=\"font-weight: 400\">his boast about shaking hands<\/span><\/a><span style=\"font-weight: 400\"> at a hospital when the scientific advice on stopping covid-19 transmission was well known.<\/span><\/p>\n<p><b>&#8220;Following the science&#8221; and other linguistic gymnastics<\/b><\/p>\n<p><span style=\"font-weight: 400\">Another phrase much-beloved of ministers is that they are \u201cfollowing the science.\u201d <\/span><a href=\"https:\/\/www.hsj.co.uk\/coronavirus\/the-political-science-of-choices-and-consequences\/7027495.article\"><span style=\"font-weight: 400\">As I\u2019ve pointed out elsewhere<\/span><\/a><span style=\"font-weight: 400\">, this is being used far more as a blame-deflecting tactic than as an acceptance of the disagreements, hypotheses, uncertainties, and traditions of rigorous questioning of actual science. This is political science, in other words, as opposed to scientific science.<\/span><\/p>\n<p><span style=\"font-weight: 400\">There is no scientific science behind the sure-to-be-missed Government target of 100,000 covid-19 diagnostic tests a day by the end of April, <\/span><a href=\"https:\/\/twitter.com\/alexwickham\/status\/1253686527571496960\"><span style=\"font-weight: 400\">as chief medical officer Chris Whitty told a parliamentary select committee<\/span><\/a><span style=\"font-weight: 400\">. So how has the inventor of this &#8220;nice round number,&#8221; health secretary Matt Hancock, been addressing this? By using political language, surprisingly enough.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Hancock has been trying to pivot from discussing \u201cdiagnostic tests\u201d and referring only to \u201cthe capacity for tests\u201d, until journalists spotted and challenged him on that trick. He also tried a new formulation at the last press briefing, of moving to the line \u201cguided by the science\u201d. This substitution of linguistic gymnastics for actual achievement is evidently another highly infectious disease: first secretary to the treasury Dominic Raab told this week\u2019s prime minister\u2019s questions that \u201c<\/span><span style=\"font-weight: 400\">we\u2019re on track to make huge progress.\u201d<\/span><\/p>\n<p><b>Hancock&#8217;s latest wheeze<\/b><\/p>\n<p><span style=\"font-weight: 400\">One of Hancock\u2019s latest wheezes has been to<\/span> <a href=\"https:\/\/www.thetimes.co.uk\/edition\/news\/matt-hancocks-100-bet-on-coronavirus-test-target-vtsljfzsp\"><span style=\"font-weight: 400\">accept a \u00a3100 bet from the tabloid-style broadcaster Nick Ferrari that his 100,000 tests target will be met<\/span><\/a><span style=\"font-weight: 400\">, while his communications style spans the entire range from the glib to the facile and from the gimcrack to the tawdry.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">There was <\/span><a href=\"https:\/\/www.dailymail.co.uk\/news\/article-8221591\/Families-loved-ones-care-homes-allowed-visit-dying-loved-ones-major-U-turn.html\"><span style=\"font-weight: 400\">his announcement of<\/span><\/a><span style=\"font-weight: 400\"> the\u00a0 <\/span><a href=\"https:\/\/www.thecarebadge.org\/\"><span style=\"font-weight: 400\">&#8220;Care&#8221; badge<\/span><\/a><span style=\"font-weight: 400\">, to raise the status and respect for social care staff (yes, the badge that care workers had to pay for, and which was someone else&#8217;s year-old idea). Then there was <\/span><a href=\"https:\/\/www.bbc.co.uk\/news\/health-52327173\"><span style=\"font-weight: 400\">his reply to questions<\/span><\/a><span style=\"font-weight: 400\"> about supply shortages of personal <\/span><span style=\"font-weight: 400\">protective equipment (PPE) at Parliament\u2019s Health Select Committee that<\/span> <span style=\"font-weight: 400\">&#8220;I would love to be able to wave a magic wand and have PPE fall from the sky in large quantities and be able to answer your question about when shortages will be resolved.&#8221; <\/span><span style=\"font-weight: 400\">This is a breathtakingly casual analogy and tone from the health secretary, when front line staff have died from covid-19 infections that they probably didn&#8217;t pick up at home.<\/span><\/p>\n<p><span style=\"font-weight: 400\">No more helpful was his approach, when questioned at the daily press briefings about social care covid-19 deaths, which is probably the biggest issue in health and social care today, and the Panorama revelations around PPE. Hancock\u2019s line was to dispute the fairness of repeated questions on covid-19 infections in care homes, and to attack the editorial balance of the Panorama programme. Once again, the Trump populist playbook is on show: the BBC is the \u201cfake news media\u201d, we are to believe. This is a disastrous look.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The issue of PPE supply has not gone away. It was given recent prominence by the publication of a new follow-up survey from the Royal College of Physicians, which found that g<\/span><span style=\"font-weight: 400\">eneral access to PPE has worsened. <\/span><span style=\"font-weight: 400\">On the same day, BBC <\/span><a href=\"https:\/\/www.bbc.co.uk\/iplayer\/episode\/m000hr3y\/panorama-has-the-government-failed-the-nhs\"><span style=\"font-weight: 400\">broadcast a Panorama programme<\/span><\/a><span style=\"font-weight: 400\"> asking &#8220;Has the government failed the NHS?&#8221; The programme outlined how the government&#8217;s pandemic stockpile contained no gowns, visors, swabs or body bags when covid-19 reached the UK. It also reported that the government did not act on a warning in June 2019 from the New and Emerging Respiratory Virus Threats Advisory Group (the expert committee that advises the government on pandemics) that recommended the purchase of gowns.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">PPE availability issues were also followed up on<\/span><a href=\"https:\/\/www.bbc.co.uk\/iplayer\/episode\/m000hr4j\/newsnight-28042020\"> <span style=\"font-weight: 400\">BBC Newsnight<\/span><\/a><span style=\"font-weight: 400\">, and evidence is emerging that <\/span><a href=\"https:\/\/www.hsj.co.uk\/comment\/cowpers-cut-schrodingers-virus\/7027487.article\"><span style=\"font-weight: 400\">the global PPE market is seeing &#8220;order hijacking&#8221; and price gouging<\/span><\/a><span style=\"font-weight: 400\">. The meta-irony of the right-wing <\/span><i><span style=\"font-weight: 400\">Daily Mail<\/span><\/i> <a href=\"https:\/\/www.dailymail.co.uk\/news\/article-8266793\/In-dramatic-PPE-crisis-intervention-150-000-protective-coveralls-masks-flown-China.html\"><span style=\"font-weight: 400\">buying up a million pounds worth of PPE<\/span><\/a><span style=\"font-weight: 400\"> to give to the NHS seems to have been lost on Mr Hancock, who <\/span><a href=\"https:\/\/twitter.com\/MattHancock\/status\/1255256404207812611\"><span style=\"font-weight: 400\">merrily tweeted<\/span><\/a><span style=\"font-weight: 400\"> that it was<\/span> <span style=\"font-weight: 400\">\u201ca brilliant initiative \u2026 in our national effort to tackle Coronavirus\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400\">We have heard endless military metaphors in the covid-19 pandemic crisis. The usefulness of that analogy is debatable, yet we should worry that the grotesque nature of sending unarmed soldiers into battle does not seem to cross ministers\u2019 minds. Let alone perturb them.<\/span><\/p>\n<p><span style=\"font-weight: 400\">And it really isn&#8217;t the <\/span><i><span style=\"font-weight: 400\">Daily Mail<\/span><\/i><span style=\"font-weight: 400\">\u2019s job to buy PPE for the NHS.
