{"id":46152,"date":"2019-11-29T16:21:20","date_gmt":"2019-11-29T15:21:20","guid":{"rendered":"https:\/\/blogs.bmj.com\/bmj\/?p=46152"},"modified":"2019-12-05T18:34:21","modified_gmt":"2019-12-05T17:34:21","slug":"the-risk-of-overwork-death-karoshi-in-the-wake-of-natural-disasters","status":"publish","type":"post","link":"https:\/\/blogs.bmj.com\/bmj\/2019\/11\/29\/the-risk-of-overwork-death-karoshi-in-the-wake-of-natural-disasters\/","title":{"rendered":"The risk of overwork death (karoshi) in the wake of natural disasters"},"content":{"rendered":"<p class=\"standfirst\"><span style=\"font-weight: 400\">Ken Inoue, Yuri Murayama, and Sadayuki Hashioka consider how the two phenomena of natural disasters and overwork death might intersect in Japan<\/span><\/p>\n<p><!--more--><span style=\"font-weight: 400\">Death by overwork, a phenomenon known as <\/span><i><span style=\"font-weight: 400\">karoshi<\/span><\/i><span style=\"font-weight: 400\">, has become <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pubmed\/30977205\">a major social issue in Japan<\/a>. The Japanese government formulated a policy in 2015 to try and reduce the number of people who have died as a result of overwork death and overwork suicide (<\/span><i><span style=\"font-weight: 400\">karojisatsu<\/span><\/i><span style=\"font-weight: 400\">)<\/span><span style=\"font-weight: 400\">, yet the numbers have remained fairly static. <\/span><\/p>\n<p><span style=\"font-weight: 400\">Last year, for example, Japan&#8217;s <a href=\"https:\/\/www.japantimes.co.jp\/news\/2019\/04\/01\/business\/japan-debuts-legal-cap-long-work-hours-labor-reform-law-now-big-firms-affected\/#.XeECNej7Tcs\">Ministry of Health, Labour, and Welfare reported that 190 people died from overwork (including overwork suicide) in 2017<\/a>, which is only one person less than 2016. Approximately <a href=\"https:\/\/www.asahi.com\/articles\/ASL755RQ2L75ULFA02P.html\">half of 2017\u2019s recognised cases of overwork death<\/a> involved people who had worked more than <a href=\"https:\/\/hrasiamedia.com\/featured-news\/2019\/new-labour-laws-to-address-japans-culture-of-overworking\/\">100 hours of overtime<\/a> a month\u2014the so called \u201c<\/span><i><span style=\"font-weight: 400\">karoshi<\/span><\/i><span style=\"font-weight: 400\"> line<\/span><span style=\"font-weight: 400\">\u201d that is considered the threshold for linking an employee\u2019s death to overwork.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Natural disaster is another major risk that Japan has frequently confronted in recent decades. Yet it was only in the wake of the overwhelming floods Japan faced last year that early evidence emerged about how these two phenomena (natural disasters and overwork death) might intersect. <\/span><\/p>\n<p><span style=\"font-weight: 400\">In July 2018, Japan experienced torrential downpours that led to widespread flooding, leaving <a href=\"https:\/\/www.data.jma.go.jp\/obd\/stats\/data\/bosai\/report\/2018\/20180713\/20180713.html\">224 people dead, eight missing, and 459 injured<\/a>. When a newspaper subsequently surveyed the local governments of the affected areas, they found that <a href=\"http:\/\/www.asahi.com\/ajw\/articles\/AJ201908220054.html\">2768 local public service employees<\/a> (not including managers) in these areas worked more than 100 hours of overtime in the month of the floods. This compares to their finding that only 104 people worked more than 100 hours of overtime in the month of July the previous year.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The stark contrast of these figures underlines how a natural disaster on this scale can magnify the problem of overwork, and create an environment in which people are at risk of exceeding the <\/span><i><span style=\"font-weight: 400\">karoshi <\/span><\/i><span style=\"font-weight: 400\">line<\/span><span style=\"font-weight: 400\">.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Most discussions about <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pubmed\/22405787\">the aftermath of a natural disaster<\/a> focus on the people who have become a victim to its devastation, namely through disaster related death or the physical and mental problems it causes. However, as overwork death continues to be a public health concern for Japan, we\u2019d argue that this problem should also be considered in the context of natural disasters. <\/span><\/p>\n<p><span style=\"font-weight: 400\">Governments and other organisations responding to disasters should bear in mind that during a disaster and in its aftermath, the working hours of local government employees and other workers involved in the response can rapidly exceed the overwork death line (more than 100 hours of overtime a month). Authorities should therefore establish work structures and rest programmes for these employees that prevent their physical and emotional exhaustion and ensure they have sufficient sleep. <\/span><\/p>\n<p><span style=\"font-weight: 400\">The government should take steps to support disaster response efforts with government employees from other areas when needed, and by collaborating with other municipalities, relief agencies, and private sector organisations.
