It is the <\/span><a href=\"https:\/\/www.thelancet.com\/journals\/lancet\/article\/PIIS0140-6736(18)32594-7\/fulltext\"><span style=\"font-weight: 400\">greatest threat to health and global stability<\/span><\/a><span style=\"font-weight: 400\"> and a major driver of <\/span><a href=\"https:\/\/www.thelancet.com\/pdfs\/journals\/lancet\/PIIS0140-6736(18)32114-7.pdf\"><span style=\"font-weight: 400\">migration<\/span><\/a><span style=\"font-weight: 400\">, <\/span><a href=\"https:\/\/www.who.int\/news-room\/fact-sheets\/detail\/climate-change-and-health\"><span style=\"font-weight: 400\">disease<\/span><\/a><span style=\"font-weight: 400\">, and <\/span><a href=\"https:\/\/en.unesco.org\/courier\/2018-2\/climate-change-raises-conflict-concerns\"><span style=\"font-weight: 400\">war<\/span><\/a><span style=\"font-weight: 400\">.<\/span><\/p>\n<p><span style=\"font-weight: 400\">What we eat is part of the problem, and it\u2019s part of the solution.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The stats are stark: <\/span><a href=\"https:\/\/iopscience.iop.org\/article\/10.1088\/1748-9326\/aa6cd5\/meta\"><span style=\"font-weight: 400\">agriculture is responsible for<\/span><\/a><span style=\"font-weight: 400\"> up to 30% of all greenhouse gas emissions, 40% of global land use, and 70% of freshwater use. Around <\/span><a href=\"http:\/\/www.fao.org\/3\/I9540EN\/i9540en.pdf\"><span style=\"font-weight: 400\">90% of world fish stocks<\/span><\/a><span style=\"font-weight: 400\"> are either fully fished or overfished and conversion of wild habitats for food production is the <\/span><a href=\"https:\/\/www.nature.com\/articles\/nature22900\"><span style=\"font-weight: 400\">leading global cause of species loss<\/span><\/a><span style=\"font-weight: 400\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">This week\u2019s IPCC report on <\/span><a href=\"https:\/\/www.ipcc.ch\/report\/srccl\/\"><span style=\"font-weight: 400\">climate change and land use<\/span><\/a><span style=\"font-weight: 400\"> confirms that without changing our dietary habits <\/span><span style=\"font-weight: 400\">there is little hope of keeping global temperature increases to less than 2\u00b0C while feeding 10 billion people. <\/span><a href=\"https:\/\/www.ipcc.ch\/sr15\/chapter\/summary-for-policy-makers\/\"><span style=\"font-weight: 400\">Temperature rises of 2\u00b0C<\/span><\/a><span style=\"font-weight: 400\"> will lead to more frequent extreme weather, bleach 99% of coral reefs, and raise sea levels by nearly half a metre. Conservative estimates place the resulting human death toll at <\/span><a href=\"https:\/\/www.who.int\/news-room\/fact-sheets\/detail\/climate-change-and-health\"><span style=\"font-weight: 400\">250 000 per year<\/span><\/a><span style=\"font-weight: 400\"> from 2030 onwards.<\/span><\/p>\n<p><span style=\"font-weight: 400\">And when it comes to agriculture there\u2019s no escaping the fact that livestock production<\/span><span style=\"font-weight: 400\">\u2014<\/span><span style=\"font-weight: 400\">in particular, ruminants<\/span><span style=\"font-weight: 400\">\u2014<\/span><span style=\"font-weight: 400\">is the leading contributor. Around half of all UK food related greenhouse gas emissions are <\/span><a href=\"https:\/\/www.thelancet.com\/journals\/lanplh\/article\/PIIS2542-5196(18)30206-7\/fulltext\"><span style=\"font-weight: 400\">due to beef and dairy<\/span><\/a><span style=\"font-weight: 400\">. For the same weight <\/span><a href=\"https:\/\/www.thelancet.com\/journals\/lancet\/article\/PIIS0140-6736(18)31788-4\/fulltext\"><span style=\"font-weight: 400\">ruminant meat, such as beef and lamb, uses<\/span><\/a><span style=\"font-weight: 400\"> over five times the amount of land and produces around 10 times the greenhouse gas emissions of any other meat or veg. Producing a single kilo of beef <\/span><a href=\"https:\/\/waterfootprint.org\/en\/water-footprint\/product-water-footprint\/water-footprint-crop-and-animal-products\/\"><span style=\"font-weight: 400\">requires more than 15 000 litres of water<\/span><\/a><span style=\"font-weight: 400\">; a kilo of chicken or pulses<\/span><span style=\"font-weight: 400\">\u2014<\/span><span style=\"font-weight: 400\">other major protein sources<\/span><span style=\"font-weight: 400\">\u2014<\/span><span style=\"font-weight: 400\">requires closer to 4000.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Changing our diets, as with many other climate mitigation strategies, is a win-win for both the planet and our health. <\/span><a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/618167\/government_dietary_recommendations.pdf\"><span style=\"font-weight: 400\">It\u2019s recommended<\/span><\/a><span style=\"font-weight: 400\"> that we need 50g of protein a day<\/span><span style=\"font-weight: 400\">\u2014<\/span><span style=\"font-weight: 400\">around 10% of calories<\/span><span style=\"font-weight: 400\">\u2014<\/span><span style=\"font-weight: 400\">yet, on average in the UK <\/span><a href=\"https:\/\/www.gov.uk\/government\/statistics\/ndns-time-trend-and-income-analyses-for-years-1-to-9\"><span style=\"font-weight: 400\">we eat that from red and processed meat<\/span><\/a><span style=\"font-weight: 400\"> alone (beef, lamb, and pork), with total protein contributing more like 20% of calories.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Red and processed meat are both linked to poor health. Red meat is classified as a likely carcinogen and processed meat as a \u201cgroup 1\u201d carcinogen by <\/span><a href=\"https:\/\/www.thelancet.com\/journals\/lanonc\/article\/PIIS1470-2045(15)00444-1\/fulltext\"><span style=\"font-weight: 400\">the WHO<\/span><\/a><span style=\"font-weight: 400\"> (the same classification given to tobacco) due to their effects on colorectal cancer. Their consumption is related to <\/span><a href=\"https:\/\/www.bmj.com\/content\/365\/bmj.l2110\"><span style=\"font-weight: 400\">higher overall mortality<\/span><\/a><span style=\"font-weight: 400\"> and together they are estimated to be associated with <\/span><a href=\"https:\/\/journals.plos.org\/plosone\/article?id=10.1371\/journal.pone.0204139\"><span style=\"font-weight: 400\">2.4 million deaths<\/span><\/a><span style=\"font-weight: 400\"> per year worldwide by 2020.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Studies of populations with different diets suggest that replacing animal protein with plant based protein <\/span><a href=\"https:\/\/www.thelancet.com\/journals\/lancet\/article\/PIIS0140-6736(18)31788-4\/fulltext\"><span style=\"font-weight: 400\">results in lower rates<\/span><\/a><span style=\"font-weight: 400\"> of stroke, heart disease, diabetes, and overall death rates. Indeed, <\/span><a href=\"https:\/\/www.pnas.org\/content\/113\/15\/4146\"><span style=\"font-weight: 400\">a recent study<\/span><\/a><span style=\"font-weight: 400\"> simulating the health and environmental impacts of simply meeting global dietary guidelines (note, this still includes up to 43g of red meat) resulted in over five million fewer deaths per year and a 30% reduction in greenhouse gas emissions compared with the status quo. Both the health and the environmental benefits were mainly driven by eating less beef and lamb.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The UK can<\/span><span style=\"font-weight: 400\">\u2014<\/span><span style=\"font-weight: 400\">and should<\/span><span style=\"font-weight: 400\">\u2014<\/span><span style=\"font-weight: 400\">lead the world in driving this change in dietary habits. The UK is already a global leader in the rhetoric of reducing greenhouse gas emissions, but this isn\u2019t yet reflected in national policy. Now <\/span><a href=\"https:\/\/www.gov.uk\/government\/news\/uk-becomes-first-major-economy-to-pass-net-zero-emissions-law\"><span style=\"font-weight: 400\">legally committed to net zero emissions<\/span><\/a><span style=\"font-weight: 400\"> by 2050, the UK government has delivered just <\/span><a href=\"https:\/\/www.theccc.org.uk\/publication\/reducing-uk-emissions-2019-progress-report-to-parliament\/\"><span style=\"font-weight: 400\">one of last year\u2019s 25 recommendations<\/span><\/a><span style=\"font-weight: 400\"> from the UK Committee on Climate Change.<\/span><\/p>\n<p><span style=\"font-weight: 400\">It\u2019s difficult to change what people eat or how they behave, but we do know that some approaches work better than others. Price is consistently the <\/span><a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/608426\/foodpocketbook-2016report-rev-12apr17.pdf\"><span style=\"font-weight: 400\">leading factor<\/span><\/a><span style=\"font-weight: 400\"> that affects the food people buy, and what we currently pay for our food doesn\u2019t cover the wider costs to society of its production and consumption<\/span><span style=\"font-weight: 400\">\u2014including <\/span><span style=\"font-weight: 400\">their impact on emissions, biodiversity, and our health.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Raising the prices of <\/span><a href=\"https:\/\/tobaccocontrol.bmj.com\/content\/15\/2\/114.short\"><span style=\"font-weight: 400\">tobacco<\/span><\/a><span style=\"font-weight: 400\">, <\/span><a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/abs\/10.1111\/j.1360-0443.2008.02438.x\"><span style=\"font-weight: 400\">alcohol<\/span><\/a><span style=\"font-weight: 400\">, and, more recently, <\/span><a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/full\/10.1111\/obr.12868\"><span style=\"font-weight: 400\">soft drinks<\/span><\/a><span style=\"font-weight: 400\"> have all demonstrated falls in purchases.\u00a0<\/span><span style=\"font-weight: 400\">We should also raise the price of red and processed meat.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">One way to do this would be to make red and processed meat subject to VAT (currently meat bought for eating at home is <\/span><a href=\"https:\/\/www.gov.uk\/guidance\/food-products-and-vat-notice-70114\"><span style=\"font-weight: 400\">VAT exempt<\/span><\/a><span style=\"font-weight: 400\">). A more nuanced tax structure could be developed based on the equivalent costs of mitigating greenhouse gas emissions<\/span><span style=\"font-weight: 400\">\u2014<\/span><span style=\"font-weight: 400\">currently <\/span><a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/794737\/valuation-of-energy-use-and-greenhouse-gas-emissions-for-appraisal-2018.pdf\"><span style=\"font-weight: 400\">estimated by the UK government<\/span><\/a><span style=\"font-weight: 400\"> at \u00a367 per tonne of carbon dioxide or equivalent gases<\/span><span style=\"font-weight: 400\">\u2014<\/span><span style=\"font-weight: 400\">increasing the price of a kilo of beef mince by around \u00a31.70.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Such a tax won\u2019t reduce UK emissions to zero but it needs to be part of the solution. <\/span><a href=\"https:\/\/bmcpublichealth.biomedcentral.com\/articles\/10.1186\/s12889-016-2723-8\"><span style=\"font-weight: 400\">A 2016 study<\/span><\/a><span style=\"font-weight: 400\"> that included the wider costs to society from greenhouse gas emissions in food in the UK estimated reductions in <\/span><a href=\"http:\/\/www.yousustain.com\/footprint\/howmuchco2\"><span style=\"font-weight: 400\">emissions equivalent<\/span><\/a><span style=\"font-weight: 400\"> to heating nearly 1500 homes for a year or 85 000 transatlantic Boeing 747 flights, alongside hundreds fewer premature deaths from healthier diets.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The impact on UK farmers of changing diets could be reduced by enhancing and accelerating the implementation of <\/span><a href=\"https:\/\/www.gov.uk\/government\/news\/environmental-farming-scheme-given-green-light\"><span style=\"font-weight: 400\">the Environmental Land Management scheme<\/span><\/a><span style=\"font-weight: 400\">, offering subsidies for encouraging biodiversity and afforestation. This becomes increasingly possible with the UK leaving the EU and the Common Agricultural Policy. And the impact on consumers<\/span><span style=\"font-weight: 400\">\u2014<\/span><span style=\"font-weight: 400\">particularly those on low incomes<\/span><span style=\"font-weight: 400\">\u2014<\/span><span style=\"font-weight: 400\">could be mitigated by using revenues <\/span><a href=\"https:\/\/www.nature.com\/articles\/nclimate3155\"><span style=\"font-weight: 400\">to subsidise healthier and more environmentally sustainable foods<\/span><\/a><span style=\"font-weight: 400\">, or by rebalancing the wider tax system to benefit poorer households.<\/span><\/p>\n<p><span style=\"font-weight: 400\">But why should the UK act alone? Well yes, <\/span><a href=\"https:\/\/www.bbc.co.uk\/news\/health-47057341\"><span style=\"font-weight: 400\">the US eats far more meat<\/span><\/a><span style=\"font-weight: 400\"> than the UK; and yes, UK meat consumption is static while consumption in China is skyrocketing. But the impacts of climate change don\u2019t respect national borders. This is an area on which the UK can genuinely take the lead<\/span><span style=\"font-weight: 400\">\u2014<\/span><span style=\"font-weight: 400\">and the competitive advantage.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">At some point the world will be forced to reduce the amount of meat and dairy it consumes (the <\/span><a href=\"https:\/\/www.theccc.org.uk\/publication\/reducing-uk-emissions-2019-progress-report-to-parliament\/\"><span style=\"font-weight: 400\">UK Committee on Climate Change<\/span><\/a><span style=\"font-weight: 400\"> says we need a 20% fall in beef, lamb, and dairy consumption to get to net zero emissions, the Eating Better alliance <\/span><a href=\"https:\/\/www.eating-better.org\/blog\/better-by-half-a-roadmap-to-less-and-better-meat-and-dairy\"><span style=\"font-weight: 400\">suggests 50% less by 2030<\/span><\/a><span style=\"font-weight: 400\">), and the UK agricultural system has the opportunity to get ahead of this curve. It\u2019s a win for British farmers, it\u2019s a win for health, and it\u2019s a win for the planet.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The <\/span><a href=\"https:\/\/www.gov.uk\/government\/news\/uk-cop26-presidency-bid-in-partnership-with-italy\"><span style=\"font-weight: 400\">UK looks set to co-host<\/span><\/a><span style=\"font-weight: 400\"> next year\u2019s UN flagship climate change conference, COP26, with the world watching this major test of the Paris Agreement.
