The uprising against Bashar Al-Assad which began in March 2011 has become a humanitarian disaster bringing about devastation that no one could imagine. More than half a million Syrians have lost their lives and nearly half of Syria\u2019s pre-war population of <\/span><a href=\"https:\/\/www.worldvision.org\/refugees-news-stories\/syrian-refugee-crisis-facts\"><span style=\"font-weight: 400\">23 million have been internally or externally displaced.<\/span><\/a><span style=\"font-weight: 400\"> Much has been written about the medical situation in Syria and the plight of our fellow doctors in Syria who remain in the war-torn country.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The Syrian regime has systematically attacked hospitals and healthcare facilities and <\/span><a href=\"https:\/\/www.theguardian.com\/world\/2019\/jun\/02\/doctors-global-appeal-stop-syria-bombing-hospitals-idlib\"><span style=\"font-weight: 400\">established them as a target<\/span> <span style=\"font-weight: 400\">within the theatre of war<\/span><\/a><span style=\"font-weight: 400\">. This is even after the United Nations shared the GPS coordinates of hospital sites in the Idlib Province with Russia <\/span><a href=\"https:\/\/www.telegraph.co.uk\/news\/2019\/05\/30\/syria-russia-bomb-hospitals-idlib-given-coordinates-hope-preventing\/\"><span style=\"font-weight: 400\">in the naive hope of preventing attacks. <\/span><\/a><span style=\"font-weight: 400\">This however resulted in the continuation of airstrikes by Russia and the Syrian regime proving that the targeting of medical facilities is intentional. This has subsequently led to doctors in Idlib from now on <\/span><a href=\"https:\/\/www.independent.co.uk\/news\/world\/middle-east\/syria-hospital-bombings-idlib-un-doctors-russia-assad-attack-a8942076.html\"><span style=\"font-weight: 400\">refusing to share the coordinates of their local hospitals<\/span><\/a><span style=\"font-weight: 400\"> in fear of further attacks. Even more recently, the Union of Medical Care and Relief Organizations (otherwise known as UOSSM) has published updated figures stating that <\/span><a href=\"https:\/\/myemail.constantcontact.com\/55-Medical-Facilities-Crippled-After-Bombings-in-Syria.html?soid=1125761508982&amp;aid=FM-bFApGCuA\"><span style=\"font-weight: 400\">55 hospitals and medical facilities have been disabled<\/span><\/a><span style=\"font-weight: 400\"> and are no longer in use in the north of Hama province and the south of Idlib. These figures are shocking. Moreover, <\/span><a href=\"https:\/\/www.theguardian.com\/world\/2019\/jun\/02\/doctors-global-appeal-stop-syria-bombing-hospitals-idlib\"><span style=\"font-weight: 400\">another report indicates<\/span><\/a><span style=\"font-weight: 400\"> that around 80 medical facilities in the north west region of Syria have either been hit or closed down due to fear that they will be systematically targeted. Deliberate attacks on medical facilities constitute war crimes under international law though the Syrian government continues to ignore this. The British consultant vascular and war-surgeon <\/span><a href=\"https:\/\/blogs.bmj.com\/bmj\/2018\/04\/10\/david-nott-crossing-red-lines-in-syria\/\"><span style=\"font-weight: 400\">David Nott reported of relentless bombardment of clinics <\/span><\/a><span style=\"font-weight: 400\">and surgical facilities when he was in Aleppo operating on Syrian civilians who were casualties of airstrikes and barrel bombs.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The systematic targeting of hospitals by the Syrian government is <\/span><a href=\"https:\/\/www.theguardian.com\/society\/2019\/feb\/24\/david-nott-war-doctor-extract-aleppo-gaza-syria-surgeon\"><span style=\"font-weight: 400\">designed to terrorise local populations into submission <\/span><\/a><span style=\"font-weight: 400\">and as \u201cpunishment\u201d for those in opposition held areas. No matter the motive, continued attacks of this nature are of grave concern and have led to the exodus of a significant number of doctors. In Aleppo for example, <\/span><a href=\"https:\/\/www.brookings.edu\/blog\/future-development\/2016\/02\/23\/the-war-on-syrias-health-system\/\"><span style=\"font-weight: 400\">95% of its doctors have fled<\/span><\/a><span style=\"font-weight: 400\"> just two years after the uprising began highlighting the extreme danger they were in. This has left the population in dire straits and in urgent need of medical attention.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The lack of medical facilities in Syria has created <\/span><a href=\"https:\/\/s3.amazonaws.com\/PHR_Reports\/aleppo-abandoned.pdf\"><span style=\"font-weight: 400\">a public health emergency<\/span><\/a><span style=\"font-weight: 400\"> in the country. Vaccination rates have plummeted with diseases such as <\/span><a href=\"https:\/\/www.middleeasteye.net\/big-story\/how-un-health-agency-became-apologist-assad-atrocities\"><span style=\"font-weight: 400\">Polio re-emerging<\/span><\/a><span style=\"font-weight: 400\"> as a result of the conflict, with the Syrian government even going as far as withholding vaccinations from areas deemed to be \u201cunsympathetic\u201d to them. <a href=\"https:\/\/www.nybooks.com\/daily\/2013\/11\/03\/syria-assault-doctors\/\"><span style=\"font-weight: 400\">Healthcare has been weaponised by the government of Syria<\/span><\/a><span style=\"font-weight: 400\">. The UN has been extensively lobbied by more than 400 Syrian medical workers and humanitarians who wrote a letter to the organisation in the hope that Russian and Syrian regime forces stop bombing the Idlib region which <\/span><a href=\"https:\/\/diary.thesyriacampaign.org\/sosidlib\/\"><span style=\"font-weight: 400\">is meant to be a de-militarized zone<\/span><\/a><span style=\"font-weight: 400\">. Tragically, these efforts seem to have been made in vain.<\/span><\/span><\/p>\n<p><span style=\"font-weight: 400\">As doctors and healthcare professionals, we know that it is not enough to merely address the symptoms of a disease, we should deal with the root cause of the medical problem. Therefore, it is not enough to only address the refugee crisis and provide medical and humanitarian aid. The Syrian government which has been <\/span><a href=\"https:\/\/news.sky.com\/story\/syrian-regime-may-be-committing-war-crimes-says-uk-ambassador-at-un-11730466\"><span style=\"font-weight: 400\">proven to have broken international law repeatedly<\/span><\/a><span style=\"font-weight: 400\"> must be held to account in this regard by the international community and a political solution must be found in order to rebuild the medical infrastructure.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">We understand how important the Hippocratic Oath is to our profession and we ensure that our patients safety and wellbeing is paramount.
