Sweeping, soaring visionaries who refuse to be held back by boring niceties like evidence?<\/span><\/p>\n<p><span style=\"font-weight: 400\">Health secretary Matt Hancock is an unabashed health tech enthusiast, who recently told the audience at NHS Expo 2018 of his drive to bring his \u201c<\/span><a href=\"https:\/\/www.gov.uk\/government\/speeches\/my-vision-for-a-more-tech-driven-nhs\"><span style=\"font-weight: 400\">knowledge, experience, and frankly unsurpassable enthusiasm for tech<\/span><\/a><span style=\"font-weight: 400\">\u201d to the NHS.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Now I\u2019ll be honest. If this means my ward gets computers that don\u2019t crash eight times a day, I\u2019ll be his most devoted, starry-eyed acolyte. But one senses an upgrade from Windows XP wasn\u2019t quite what Hancock had in mind when he spoke of building an \u201c<\/span><a href=\"https:\/\/www.gov.uk\/government\/speeches\/my-vision-for-a-more-tech-driven-nhs\"><span style=\"font-weight: 400\">ecosystem of the best HealthTech in the world<\/span><\/a><span style=\"font-weight: 400\">\u201d with a newfound \u201cagility\u201d that made me think of ring-tailed lemurs.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Babylon Health may be much more his thing. So much so that last week, <\/span><a href=\"https:\/\/www.theguardian.com\/politics\/2018\/nov\/30\/matt-hancock-accused-of-breaching-code-over-gp-app-endorsement\"><span style=\"font-weight: 400\">Hancock was accused of breaking the ministerial code<\/span><\/a><span style=\"font-weight: 400\"> by <\/span><a href=\"https:\/\/www.huffingtonpost.co.uk\/entry\/matt-hancock-ministerial-code-newspaper_uk_5c00132ae4b08506231aa710?p4s\"><span style=\"font-weight: 400\">promoting the private healthcare company<\/span><\/a><span style=\"font-weight: 400\"> in a sponsored newspaper supplement.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Like the health secretary, Babylon is on a mission too. According to their website, theirs is to \u201c<\/span><a href=\"https:\/\/www.babylonhealth.com\/about\"><span style=\"font-weight: 400\">to put an accessible and affordable health service in the hands of every person on earth<\/span><\/a><span style=\"font-weight: 400\">.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">Matt Hancock loves Babylon so much he doesn\u2019t merely <\/span><i><span style=\"font-weight: 400\">use<\/span><\/i><span style=\"font-weight: 400\"> its smartphone app, GP at Hand, he gushes enthusiasm for the product at every opportunity. First, at Expo, he name-checked Babylon, among others, as one of the \u201c<\/span><a href=\"https:\/\/www.gov.uk\/government\/speeches\/my-vision-for-a-more-tech-driven-nhs\"><span style=\"font-weight: 400\">world\u2019s best HealthTech companies.<\/span><\/a><span style=\"font-weight: 400\">\u201d Then he gave <\/span><a href=\"https:\/\/www.gponline.com\/health-secretary-wants-loads-companies-follow-gp-hands-example\/article\/1492843\"><span style=\"font-weight: 400\">a speech<\/span><\/a><span style=\"font-weight: 400\"> eulogising the company <\/span><a href=\"http:\/\/www.pmlive.com\/pharma_news\/controversy_grows_around_gp_at_hand_service_after_ministers_endorsement_1252569\"><span style=\"font-weight: 400\">while literally standing beneath its logos<\/span><\/a><span style=\"font-weight: 400\"> inside its London HQ. Then in comments to <\/span><i><span style=\"font-weight: 400\">The Telegraph<\/span><\/i><span style=\"font-weight: 400\"> he declared a breathless vision for the \u201c<\/span><a href=\"https:\/\/www.telegraph.co.uk\/news\/2018\/09\/12\/hancock-attacks-nhs-block-progress-says-patients-should-able\/\"><span style=\"font-weight: 400\">revolutionary\u201d app to be \u201cavailable for all<\/span><\/a><span style=\"font-weight: 400\">\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400\">And, last week he featured in a double-page, Babylon-sponsored puff piece in the <\/span><i><span style=\"font-weight: 400\">Evening Standard<\/span><\/i><span style=\"font-weight: 400\">, entitled, <\/span><span style=\"font-weight: 400\">&#8220;Technology can be a great fixer for the NHS.\u201d Its centrepiece, an interview <\/span><span style=\"font-weight: 400\">in which Hancock\u2019s ringing endorsement of Babylon<\/span><i><span style=\"font-weight: 400\">\u2014<\/span><\/i><span style=\"font-weight: 400\">he declared GP At Hand to be \u201c<\/span><a href=\"https:\/\/www.standard.co.uk\/futurelondon\/health\/matt-hancock-on-ai-and-the-nhs-a3998006.html\"><span style=\"font-weight: 400\">a force for good within the NHS<\/span><\/a><span style=\"font-weight: 400\">\u201d<\/span><i><span style=\"font-weight: 400\">\u2014<\/span><\/i><span style=\"font-weight: 400\">filled Twitter with outrage.<\/span><span style=\"font-weight: 400\"> Later, the <\/span><i><span style=\"font-weight: 400\">Standard<\/span><\/i><span style=\"font-weight: 400\"> removed the prominent Babylon logos from the online version, while adding a rider at the bottom insisting it was not an advertorial since the paper retained full editorial control. Hancock\u2019s office, meanwhile, said he had no prior knowledge of Babylon sponsoring the interview.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Ministerial code <\/span><a href=\"https:\/\/www.huffingtonpost.co.uk\/entry\/matt-hancock-ministerial-code-newspaper_uk_5c00132ae4b08506231aa710?p4s\"><span style=\"font-weight: 400\">states quite clearly that<\/span><\/a><span style=\"font-weight: 400\"> ministers should not \u201cnormally accept invitations to act as patrons of, or otherwise offer support to, pressure groups or organisations dependent in whole or in part on government funding.\u201d And yet, in response to the criticism, a Department for Health and Social Care press officer came out batting for Hancock,<\/span><a href=\"https:\/\/www.huffingtonpost.co.uk\/entry\/matt-hancock-ministerial-code-newspaper_uk_5c00132ae4b08506231aa710?p4s\"><span style=\"font-weight: 400\"> insisting that he<\/span><\/a><span style=\"font-weight: 400\">, \u201cregularly champions the benefits of a range of technologies which can improve patient outcomes, free up clinicians\u2019 time and make every pound go further.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">Here is the crux of the matter. There is currently <\/span><a href=\"https:\/\/www.thelancet.com\/journals\/lancet\/article\/PIIS0140-6736(18)32819-8\/fulltext\"><span style=\"font-weight: 400\">no conclusive<\/span><\/a><span style=\"font-weight: 400\"> evidence demonstrating that GP At Hand achieves any of those benefits. And when patient safety<\/span><i><span style=\"font-weight: 400\">\u2014<\/span><\/i><span style=\"font-weight: 400\">and NHS funds<\/span><i><span style=\"font-weight: 400\">\u2014<\/span><\/i><span style=\"font-weight: 400\">are at stake, it is evidence, not \u201cunsurpassable\u201d zeal that counts. \u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Doctors bristle at Hancock\u2019s app-happy enthusiasm not because we\u2019re Luddites who can\u2019t stomach change (though most of us freely acknowledge how infuriatingly resistant the NHS can be to innovation). What alarms us is the rush to embrace unproven technology before its rigorous appraisal. Thalidomide, anyone? Surgical mesh?<\/span><\/p>\n<p><span style=\"font-weight: 400\">If GP At Hand were a drug, not a tech product, would Hancock be quite so Tiggerish? <\/span><span style=\"font-weight: 400\">He may yearn for techy <\/span><span style=\"font-weight: 400\">sunlit uplands, but I want to be sure my patients are safe, and not squander precious NHS funds on the latest shiny toy to catch his app-struck eye.<\/span><\/p>\n<p><i><span style=\"font-weight: 400\"><strong><a href=\"https:\/\/blogs.bmj.com\/bmj\/files\/2017\/08\/Rachel_clarke2.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-thumbnail wp-image-39970\" src=\"https:\/\/blogs.bmj.com\/bmj\/files\/2017\/08\/Rachel_clarke2-150x150.jpeg\" alt=\"\" width=\"150\" height=\"150\" \/><\/a><\/strong><\/span><\/i><i><span style=\"font-weight: 400\"><strong>Rachel Clarke<\/strong> is a specialty doctor in palliative medicine.
