Yet for many, being able to park near their place of work comes at a high cost, with\u00a0<\/span><a href=\"https:\/\/www.telegraph.co.uk\/news\/2018\/04\/09\/hospital-staff-paying-80-week-car-parking-charges\/\"><span style=\"font-weight: 400\">figures released earlier this year showing that<\/span><\/a><span style=\"font-weight: 400\">\u00a0<\/span><span style=\"font-weight: 400\">three out of 10 NHS hospitals<\/span><span style=\"font-weight: 400\"> charge staff for car parking. According to NHS data, 348 out of 1175 hospitals required staff\u2014including doctors, nurses,\u00a0and the many other workers who come into hospitals every day to keep the NHS running\u2014to pay for parking facilities. The hospitals with the highest average charge cost \u00a32 per hour, which equates to \u00a380 for a 40 hour working week.<\/span><\/p>\n<p><span style=\"font-weight: 400\">And in news that is sure to make all these workers feel further aggrieved, it was reported last week that the English health service made a profit of <a href=\"https:\/\/www.bmj.com\/content\/363\/bmj.k4447\">\u00a369.5m last year<\/a> from car parking charges it levied on its own employees.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">At a time when staff are facing pay freezes and real pay reductions as a result of inflation,\u00a0these charges\u00a0seem\u00a0demoralising and excessive. As UNISON\u00a0<\/span><a href=\"https:\/\/www.unison.org.uk\/news\/press-release\/2017\/04\/hospital-staff-paying-extortionate-charges-to-park-at-work-says-unison\/\"><span style=\"font-weight: 400\">have\u00a0pointed<\/span><\/a><span style=\"font-weight: 400\"> out, many healthcare staff are already \u201c<\/span><a href=\"http:\/\/www.itv.com\/news\/granada\/update\/2017-04-26\/health-workers-being-charged-extortionate-parking-fees\/\"><span style=\"font-weight: 400\">struggling to get by on a pay rise well below the cost of living<\/span><\/a><span style=\"font-weight: 400\">, and these extortionate fees are an extra tax on their wages.\u201d NHS trusts\u2019 typical response that they encourage staff to use forms of transport other than cars unfortunately doesn\u2019t take into account the reality of staff working patterns. In a system where night shifts and unusual hours are commonplace, trains and buses do not always run,\u00a0and many health workers live in the surrounding rural areas, meaning that this\u00a0advice\u00a0is not\u00a0always\u00a0practical\u00a0or even possible.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Even once you\u2019ve paid for a permit, this is no guarantee that you\u2019ll have a parking space when you need it. This can mean that NHS workers have to arrive way in advance of their shift in order to secure a space\u2014potentially turning\u00a0a 12 hour shift into a 13 hour shift before travel time is even factored in. Nor do permits protect staff from being fined. <\/span><span style=\"font-weight: 400\">Yet the balance has previously been stacked in parking operators\u2019 favour when <\/span><a href=\"https:\/\/www.independent.co.uk\/news\/uk\/home-news\/nhs-nurse-hospital-parking-tickets-university-hospital-of-wales-cardiff-indigo-park-services-150000-a7845126.html\"><span style=\"font-weight: 400\">a\u00a0court ruling deemed a group of NHS workers<\/span><\/a><span style=\"font-weight: 400\"> were liable to pay\u00a0a car park management company\u00a0for\u00a0fines incurred from parking in the visitor car park when there was not enough room in designated staff spaces<\/span><\/p>\n<p><span style=\"font-weight: 400\">Cases like this show that\u00a0there is no understanding for or concessions to those who are using hospital car parks and why their work commitments might mean that they have to park frequently or for a long time, at anti-social hours, or with sudden urgency. The NHS is run on goodwill,\u00a0yet practices like this show a thorough disregard\u00a0for staff\u00a0and make it easy for employees to feel that this is becoming a one way street. <\/span><\/p>\n<p><span style=\"font-weight: 400\">I understand that car parking at hospitals is in short supply and\u00a0needs to be regulated in some way,\u00a0but there should be a more sensible and appropriate method of\u00a0doing this.\u00a0Add to this the problem of the postcode lottery created by hospital trusts having such starkly different fees (or not charging at all), and the obstacles parking charges can create for patients too, and it becomes clear that this is a system in need of an overhaul. <\/span><\/p>\n<p><span style=\"font-weight: 400\">There are some key changes that hospitals could introduce.\u00a0<\/span><span style=\"font-weight: 400\">For starters, we should completely do away with having third parties run this service.\u00a0Next we should look at\u00a0improving transport links to hospitals,\u00a0including cycle routes and more regular buses\/trains during off peak hours,\u00a0which\u00a0may encourage those that live closer to the hospital to opt against driving. For employees who have to commute long distances or\u00a0who\u00a0don\u2019t have the option of public transport,\u00a0a park and ride system from an area where parking can be guaranteed could\u00a0also\u00a0be an option.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Hospitals&#8217; current approach to charging for car parking\u00a0is undermining the morale and financial security of NHS workers.
