A national medical association calling attention to the public health consequences of armed conflict. Business as usual, surely? But not in Turkey. Not under Erdo<\/span><span lang=\"EN-GB\">\u011f<\/span><span lang=\"EN-GB\">an. In January, the Turkish Medical Association warned of the health consequences of the Syrian incursion. Now all 11 members of its Council are under arrest.<u><\/u><u><\/u><\/span><span lang=\"EN-GB\"><u><\/u>\u00a0<u><\/u><\/span><\/p>\n<p class=\"m_-729588169683558635MsoPlainText\"><span lang=\"EN-GB\">In Turkey, a second war is underway. A political war of attrition. The Government is degrading civil society. Tyranny cannot countenance opposition. It detests political pluralism. Among its many evils is the demand for uniformity of thought. All thinking must be aligned to the monotonous mind of the potentate.<u><\/u><u><\/u><\/span><span lang=\"EN-GB\"><u><\/u>\u00a0<u><\/u><\/span><\/p>\n<p class=\"m_-729588169683558635MsoPlainText\"><span lang=\"EN-GB\">And when it comes to doctors, Erdo<\/span><span lang=\"EN-GB\">\u011f<\/span><span lang=\"EN-GB\">an has previous form<\/span><span lang=\"EN-GB\">.\u00a0<\/span><span lang=\"EN-GB\">Dr Serdar Kuni, a member of the Human Rights Foundation of Turkey was convicted in 2017 for treating alleged members of Kurdish armed groups.\u00a0<\/span><span lang=\"EN-GB\">Dr<\/span><span lang=\"EN-GB\">\u00a0Sebnem Korur Fincanci was charged with disseminating &#8220;terrorist propaganda&#8221; after guest-editing a\u00a0<\/span><span lang=\"EN-GB\">newspaper<\/span><span lang=\"EN-GB\">\u00a0critical of the government<\/span><span lang=\"EN-GB\">.<\/span><span lang=\"EN-GB\">\u00a0Laws have been passed <a href=\"http:\/\/www.bmj.com\/content\/348\/bmj.g82\">criminalising medical treatment of protesters<\/a>. Professional ethics, the moral independence of medicine<span style=\"font-weight: 400\">\u2014<\/span>the requirement to treat solely on the basis of need<span style=\"font-weight: 400\">\u2014<\/span>is being travestied.<u><\/u><u><\/u><\/span><span lang=\"EN-GB\"><u><\/u>\u00a0<u><\/u><\/span><\/p>\n<p class=\"m_-729588169683558635MsoPlainText\"><span lang=\"EN-GB\">Outside Turkey the medical profession is responding. The British Medical Association <a href=\"https:\/\/www.bma.org.uk\/collective-voice\/influence\/international\/global-justice\/human-rights\">has written to Erdo\u011fan<\/a>, as have the Norwegians and Germans. The World Medical Association is engaged.<u><\/u><u><\/u><\/span><span lang=\"EN-GB\"><u><\/u>\u00a0<u><\/u><\/span><\/p>\n<p class=\"m_-729588169683558635MsoPlainText\"><span lang=\"EN-GB\">In my years working in human rights, medics have often been in the firing line. Medicine gestures to the independent moral value of human life and dignity. It follows that doctors can be a thorn in the side of power. And power responds with violence.<u><\/u><u><\/u><\/span><span lang=\"EN-GB\"><u><\/u>\u00a0<u><\/u><\/span><\/p>\n<p class=\"m_-729588169683558635MsoPlainText\"><span lang=\"EN-GB\">Medicine is under threat in Turkey. But Turkey is not<span style=\"font-weight: 400\">\u2014<\/span>yet<span style=\"font-weight: 400\">\u2014<\/span>a totalitarian state. It is vital that we support independent voices, that we help civil society endure.<\/span><\/p>\n<p><em><strong>Julian Sheather<\/strong>\u00a0is ethics manager, BMA.
