In a speech given last Wednesday the WHO Director-General,<\/span><a href=\"http:\/\/who.int\/dg\/speeches\/2017\/presidential-ncds-conference\/en\/\"> <span style=\"font-weight: 400\">Dr Tedros, announced<\/span><\/a><span style=\"font-weight: 400\"> that \u201cPresident Mugabe has agreed to serve as a goodwill ambassador on NCDs for Africa to influence his peers in his region to prioritize NCDs.\u201d \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Robert Mugabe has been President of Zimbabwe since 1987 and is a controversial and divisive figure who has held on to power as a strongman. Naturally, given his 93 years of age,<\/span><a href=\"https:\/\/www.newstatesman.com\/world\/2017\/01\/last-days-robert-mugabe\"> <span style=\"font-weight: 400\">some are reflecting on the twilight of his rule<\/span><\/a><span style=\"font-weight: 400\"> but when he does go a straightforward democratic transfer of power seems unlikely. <\/span><\/p>\n<p><span style=\"font-weight: 400\">As Goodwill Ambassador President Mugabe will join other<\/span><a href=\"http:\/\/www.who.int\/goodwill_ambassadors\/en\/\"> <span style=\"font-weight: 400\">well-known personalities<\/span><\/a><span style=\"font-weight: 400\"> raising awareness of important health issues. One might wonder whether this health remit wouldn\u2019t naturally fall within the responsibilities of a sitting President without the need for an Ambassadorship. Human rights activists have <\/span><a href=\"http:\/\/www.telegraph.co.uk\/news\/2017\/10\/20\/zimbabwean-activists-condemn-absurdworld-health-organization\/\"><span style=\"font-weight: 400\">described the appointment as absurd<\/span><\/a><span style=\"font-weight: 400\"> and <\/span><a href=\"https:\/\/www.statnews.com\/2017\/10\/20\/robert-mugabe-who-appointment\/\"><span style=\"font-weight: 400\">health experts have expressed their disbelief<\/span><\/a><span style=\"font-weight: 400\">. <\/span><\/p>\n<p><span style=\"font-weight: 400\">Dr Tedros\u2019 has<\/span><a href=\"https:\/\/www.devex.com\/news\/for-his-first-100-days-who-s-new-dg-tedros-gets-a-nod-of-approval-but-can-he-sustain-it-91127\"><span style=\"font-weight: 400\"> rightly received praise for his approach<\/span><\/a><span style=\"font-weight: 400\"> and political acumen in his first 100 days as Director General of the WHO. In particular his appointment of<\/span><a href=\"http:\/\/www.who.int\/mediacentre\/news\/statements\/2017\/new-leadership\/en\/\"> <span style=\"font-weight: 400\">a leadership team of mostly women from 14 different countries<\/span><\/a><span style=\"font-weight: 400\"> is a brilliant step forward. It begs the question: why has he appointed an Ambassador with Mugabe\u2019s credentials?<\/span><\/p>\n<p><a href=\"http:\/\/www.bmj.com\/content\/350\/bmj.h81.full\"><span style=\"font-weight: 400\">Health is a political choice<\/span><\/a><span style=\"font-weight: 400\"> and perhaps the appointment of President Mugabe as Goodwill Ambassador is realpolitik in action. The challenge of NCDs in Africa is real and growing. Dr Tedros potentially has a powerful influencer on side. Mugabe<\/span><a href=\"http:\/\/blogs.lse.ac.uk\/africaatlse\/2017\/02\/08\/thirty-six-years-of-mugabe-and-why-he-remains\/\"><span style=\"font-weight: 400\"> has his supporters<\/span><\/a><span style=\"font-weight: 400\"> and<\/span><a href=\"http:\/\/allafrica.com\/stories\/201710190386.html\"> <span style=\"font-weight: 400\">has substantial influence<\/span><\/a><span style=\"font-weight: 400\">. Yet, the appointment still feels like an improbable decision to have made. \u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Much of the current discussions in global health are on the importance of collaboration across different sectors of the economy to address the broadly focused Sustainable Development Goals.
