Deregulation is benefiting the few while harming the many by putting profits over public health and safety, says Chris Simms<\/p>\n

<\/p>\n

\"Chris_sims\"<\/a>Deregulation is at or near the top of the neoliberal agenda in most liberal democracies, inspiring governments to cut back their regulations and free up the private sector to flourish as it will. However, for <\/span>many observers deregulation is <\/span>undermining<\/span><\/a> democratic processes to benefit the few and producing results to the detriment of many. The colossal disasters seen in Houston, Florida, and Grenfell are (or ought to be) reminders of this.<\/span><\/p>\n

As was noted recently in an <\/span>editorial in The BMJ<\/em><\/span><\/a>, \u201cif public health is concerned with the prevention of illness, injury, and premature death\u201d it must help to address the political and social determinants of health that underlie disasters like these. And those who would champion public health mustn\u2019t turn away from speaking truth to power\u2014to those that set the narrative, control the media, silence the powerless, and make the rules and regulations.<\/span><\/p>\n

Houston and Florida, recently hit by hurricanes Harvey and Irma, have been described as ticking <\/span>time bombs<\/span><\/a> due to intense population growth and the unwise, unregulated development of coastal areas set against a background of global warming. Scientists characterise the floods<\/span> as a <\/span>design<\/span><\/a> problem: Houston is a city built on cement sprawling onto coastal prairie land, and <\/span>Florida<\/span><\/a> has absurdly erected high rises on barrier islands and marshes, swamps, and wetlands. Both are also marked by governance that has in recent years ignored the environmental vulnerability of these regions and encouraged development in its place.<\/span><\/p>\n

As has been described elsewhere<\/a><\/span>,<\/span> Houston is a city organised \u201caround one principle: unfettered development. Houston has no zoning regulations.\u201d <\/span>Research<\/span><\/a> reports by Texas A&M University that focused on the development of Greater Houston\u2019s wetlands describe a city disinclined to embrace an effective regulation process. One <\/span>study<\/span><\/a> showed a loss of 70% of Greater Houston\u2019s \u00a0wetlands between 1992 and 2010, another revealed a <\/span>half hearted<\/span><\/a> process for approving permits, and another showed widespread disregard for fulfilling permit <\/span>conditions<\/span><\/a>. <\/span><\/p>\n

Despite environmental warnings by <\/span>experts<\/span><\/a>, t<\/span>he previous head of the Harris County Flood Control District (in Houston) criticised scientists and conservationists for being \u201c<\/span>anti-growth<\/span><\/a>,\u201d complaining last year<\/a>: \u201cThey have an agenda . . . their agenda to protect the environment overrides common sense in a lot of cases.\u201d<\/span><\/p>\n

Meanwhile, <\/span>analysts<\/span><\/a> warning of the greatly increased risk of disaster in Tampa, Florida (along with other US coastal cities) are ignored by government and industry. <\/span>As was a 2013\u00a0<\/span>World Bank and OECD analysis<\/span><\/a>\u00a0of 136 cities at risk of floods and storm surge, which placed Tampa and Miami in the top 10<\/span>.<\/span><\/p>\n

In 2011 Florida\u2019s governor led a campaign of <\/span>deregulation<\/span><\/a>: eliminating the state watchdog agency presiding over development, cancelling a landmark growth management law, and devolving power to business dominated local government. An official with the International<\/span> Code <\/span>Council<\/span><\/a> observed that local \u201cjurisdictions don\u2019t want to take the time, effort, or political capital or money to invest in improving their [building] codes,\u201d even though this neglect shores up environmental problems for the future. <\/span><\/p>\n

The Florida Center for <\/span>Investigative<\/span><\/a> Reporting also claimed that the governor allegedly enforced an unwritten gag on state employees, including Department of Environment (DEP) employees. For example, one DEP employee said \u201cWe were told by the regional director that we were no longer supposed to say \u2018global warming,\u2019 \u2018climate change,\u2019 or \u2018sea level rise\u201d\u2014an echo of President Donald Trump\u2019s recent silencing of <\/span> employees at the Environmental Protection Agency<\/a>.<\/span><\/p>\n

Indeed, for those hoping for national leadership to halt this kind of careless development, Trump’s election as president seems to put an end to that prospect. A month before the floods, he signed an executive order to reverse Barack Obama\u2019s tightened regulations for flood standards. <\/span>He had argued that \u201cThis over-regulated permitting process is a massive, self-inflicted wound on our country\u2014it\u2019s disgraceful\u2014denying <\/span>our people<\/span><\/a> much needed investments in their community.\u201d I would \u00a0query the phrases \u201cour people,\u201d \u201cover-regulated permitting process,\u201d and exactly what is \u201cdisgraceful.\u201d<\/span><\/p>\n

Elsewhere, the wildfires that have raged around the world over the past year (from Canada to southern Europe) prompted the\u00a0journal\u00a0<\/span>Nature Plants<\/em><\/span><\/a>\u00a0to last month publish an editorial focusing on how these \u201cnatural events\u201d are being converted into \u201cunnatural disasters.\u201d It stated that the interactions between urban planning, global warming, and forest management \u201care conspiring to make the relationship [between humanity and nature] ever more destructive.\u201d<\/span><\/p>\n

London\u2019s <\/span>Grenfell<\/span><\/a> fire is the antithesis of a natural disaster, yet it and the charred skeleton of the tower are stark reminders of the risk of ignoring <\/span>evidence based<\/span><\/a> rules and <\/span>regulations<\/span><\/a> and <\/span>the complaints these oversights generate, while instead decrying <\/span>red tape<\/span><\/a> and clamoring for a <\/span>\u201cbonfire of regulations.\u201d<\/span><\/p>\n

Although neoliberalism is couched in the concept of \u201cfreedom,\u201d we have to ask what kind of freedom it offers and who it benefits. For t<\/span>hose concerned with \u201cthe prevention of illness, injury, and premature death,\u201d whether individually or as a group or association, they need to call out those who seek to put profits and growth over public health and safety.<\/span> There are few new lessons to learn from these natural events and unnatural disasters. What does begin to emerge though is that failing to heed those lessons that have long been available will yield more frequent and profound events than most of us have seen before. <\/span><\/p>\n
