Hawkes despairs at various improvement initiatives designed to wring extra savings out of the service.\u00a0The stubborn mantra at the heart of government is that \u201cmore money is not the answer,\u201d but nobody actually believes this.<br \/>\n\u201cHasn\u2019t the government already promised \u00a38bn? Isn\u2019t that enough? Not unless another \u00a322bn can be saved by 2020 from budgets that are already bust, and nobody actually believes that this is likely.\u201d<!--more--><br \/>\n\u201cLike a drowning man grasping at a straw, the NHS in England is currently prey to the politics of desperation. The financial regulators apparently believe that the total deficit in acute care trusts\u2014\u00a32bn this year and rising\u2014is the result of trusts not trying hard enough, while the trusts say that they can do no more without affecting services,\u201d writes Hawkes.<\/p>\n<p><a href=\"https:\/\/blogs.bmj.com\/bmj\/files\/2015\/09\/addenbrooke.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-35293 \" src=\"https:\/\/blogs.bmj.com\/bmj\/files\/2015\/09\/addenbrooke-150x150.jpg\" alt=\"addenbrooke\" width=\"135\" height=\"135\" \/><\/a><strong>\u2022 Addenbrooke\u2019s woes<\/strong><br \/>\nSo are the current woes facing one of the NHS\u2019s best known hospitals a result of it \u201cnot trying hard enough\u201d?\u00a0Addenbrooke\u2019s Hospital is now in special measures after inspectors found serious staff shortages, cancelled operations, and long waits for surgery and outpatient appointments. <a href=\"http:\/\/www.bmj.com\/content\/351\/bmj.h5066\">Matthew Limb\u2019s news story on<\/a> the Care Quality Commission\u2019s <a href=\"http:\/\/www.cqc.org.uk\/sites\/default\/files\/new_reports\/AAAD0110.pdf\">report<\/a> includes a comment from the regulator Monitor, which said the trust was overspending to the tune of \u00a31.2bn a week and lacked \u201cadequate financial control.\u201d<br \/>\nHowever, despite serious staff shortages, inspectors did praise the \u201coutstanding\u201d quality of care given by staff. Keith McNeil, the popular chief executive, who was forced to step down last week in the face of the CQC\u2019s report, countered by highlighting the \u201cvery serious challenges\u201d facing the hospital. He thought the word \u201cinadequate\u201d used by inspectors to describe the trust&#8217;s services was wrong.<\/p>\n<p><a href=\"https:\/\/blogs.bmj.com\/bmj\/files\/2015\/09\/gp_appointment.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-35292 \" src=\"https:\/\/blogs.bmj.com\/bmj\/files\/2015\/09\/gp_appointment-150x150.jpg\" alt=\"gp_appointment\" width=\"135\" height=\"135\" \/><\/a><strong>\u2022 Reducing the risk of diabetes<\/strong><br \/>\nA <a href=\"http:\/\/www.bmj.com\/content\/351\/bmj.h4595\">new 10 minute consultation has been published<\/a> on how to reduce the risk of diabetes.
