{"id":32960,"date":"2014-12-11T08:00:15","date_gmt":"2014-12-11T07:00:15","guid":{"rendered":"https:\/\/blogs.bmj.com\/bmj\/?p=32960"},"modified":"2014-12-11T08:00:40","modified_gmt":"2014-12-11T07:00:40","slug":"the-bmj-today-is-the-private-sector-closing-in-on-the-nhs","status":"publish","type":"post","link":"https:\/\/blogs.bmj.com\/bmj\/2014\/12\/11\/the-bmj-today-is-the-private-sector-closing-in-on-the-nhs\/","title":{"rendered":"The BMJ Today: Is the private sector closing in on the NHS?"},"content":{"rendered":"<p><a href=\"https:\/\/blogs.bmj.com\/bmj\/files\/2013\/05\/kelly.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-thumbnail wp-image-26380\" src=\"https:\/\/blogs.bmj.com\/bmj\/files\/2013\/05\/kelly-150x140.jpg\" alt=\"kelly\" width=\"150\" height=\"140\" \/><\/a>Yesterday, an\u00a0<a href=\"http:\/\/www.bmj.com\/content\/349\/bmj.g7606\">investigation<\/a>\u00a0from <em>The BMJ<\/em> was making headlines everywhere from <a href=\"http:\/\/www.bbc.co.uk\/news\/health-30397329\">the BBC<\/a> and the\u00a0<em><a href=\"http:\/\/www.ft.com\/cms\/s\/0\/ed6594ca-7fc4-11e4-acf3-00144feabdc0.html#axzz3LVW3DwyJ\">Financial Times<\/a>,<\/em>\u00a0to <a href=\"http:\/\/www.rochdaleonline.co.uk\/news-features\/2\/news-headlines\/93028\/bmj-investigation-sheds-light-on-alleged-nhs-privatisation-since-government-reforms\"><em>Rochdale Online<\/em><\/a>. This investigation, the latest by <em>The BMJ<\/em>&#8216;s news reporter\u00a0Gareth Iacobucci, found that\u00a0since the Health and Social Care Act came into force in April 2013, a third\u00a0of NHS contracts have gone to private sector providers.<!--more--><\/p>\n<p>One of the\u00a0infographics designed for the investigation is below and tells the story more engagingly (albeit blurrily, until you click to enlarge) than I can. Essentially,\u00a0of 3494 contracts awarded by 182 clinical commissioning groups (CCGs) in England between April 2013 and August 2014\u2014and disclosed to <em>The BMJ<\/em> under the Freedom of Information Act\u2014non-NHS providers secured 45% of contracts, with 33% going to the private sector, and the rest going to voluntary and social enterprise sector providers, as well as other types of provider.<\/p>\n<p><a href=\"https:\/\/blogs.bmj.com\/bmj\/files\/2014\/12\/privateproviders.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone  wp-image-32963\" src=\"https:\/\/blogs.bmj.com\/bmj\/files\/2014\/12\/privateproviders-300x74.jpg\" alt=\"privateproviders\" width=\"487\" height=\"120\" srcset=\"https:\/\/blogs.bmj.com\/bmj\/files\/2014\/12\/privateproviders-300x74.jpg 300w, https:\/\/blogs.bmj.com\/bmj\/files\/2014\/12\/privateproviders-1024x255.jpg 1024w\" sizes=\"auto, (max-width: 487px) 100vw, 487px\" \/><\/a><\/p>\n<p>For some, this would seem to be confirmation of earlier\u00a0fears that the Health and Social Care Act would usher in an era of <a href=\"http:\/\/www.bmj.com\/content\/342\/bmj.d2996\">greater privatisation<\/a>\u00a0under the banner of increasing market\u00a0competition. In <a href=\"http:\/\/www.bmj.com\/content\/346\/bmj.f1848\">an interview with\u00a0research fellow Lucy Reynolds<\/a>, published in March 2013 and one of the most read articles of that year on <a href=\"http:\/\/www.bmj.com\/thebmj\">thebmj.com<\/a>, she prophesied\u00a0that, &#8220;We\u2019re not going to have a big bang privatisation for the NHS. We\u2019re going to have a very quiet one.&#8221;<\/p>\n<p>This idea of privatisation by stealth chimes with comments by\u00a0Clive Peedell, a consultant oncologist in Middlesbrough and co-leader of the National Health Action Party, <a href=\"http:\/\/www.bmj.com\/content\/349\/bmj.g7606\">in the investigation<\/a>. He says,\u00a0\u201cIt\u2019s not happening overnight. It\u2019s more palatable for the parties to say, \u2018We\u2019re not privatising,\u2019 but clearly that is the long term goal of what\u2019s happening.\u201d<\/p>\n<p>The government haven&#8217;t kept quiet in the wake of the investigation, with <a href=\"http:\/\/www.bbc.co.uk\/news\/health-30397329\">the BBC story quoting<\/a> a\u00a0Department of Health spokesperson, who says the data presented are misleading. They add that:\u00a0&#8220;Official NHS accounts show that use of the private sector amounts to only six pence in every pound the NHS spends, slowing the rate of increase to just one penny since May 2010.&#8221;<\/p>\n<p>But the opposition haven&#8217;t waited to pounce on these figures, with shadow health secretary Andy Burnham joining the fray: &#8220;These figures blow apart Jeremy Hunt&#8217;s claim that &#8216;NHS privatisation isn&#8217;t happening.&#8217; It is happening and it is happening on his watch.&#8221;<\/p>\n<p>If all the financial claims and counter claims and political point scoring have wearied you, then take heart\u00a0from the soon to be published <em>BMJ<\/em> Christmas articles.
