{"id":2188,"date":"2010-05-21T14:45:00","date_gmt":"2010-05-21T13:45:00","guid":{"rendered":"https:\/\/blogs.bmj.com\/bmj\/?p=2188"},"modified":"2010-05-21T15:20:14","modified_gmt":"2010-05-21T14:20:14","slug":"douglas-noble-on-the-world-health-assembly","status":"publish","type":"post","link":"https:\/\/blogs.bmj.com\/bmj\/2010\/05\/21\/douglas-noble-on-the-world-health-assembly\/","title":{"rendered":"Douglas Noble on the World Health Assembly"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" style=\"float: left\" src=\"http:\/\/www.bmj.com\/columns\/icons\/douglas_noble.jpg\" alt=\"douglas noble\" width=\"160\" height=\"110\" \/>I recall when I first attended a medical science teaching committee meeting at St Andrews University in 1995.\u00a0 I was overawed by the complexity of running a medical curriculum, bringing all the academics on board, and agreeing teaching plans.\u00a0 I was there because someone thought it was a good idea to have a student in the room.<\/p>\n<p>From 17 to 21 May 2010 the <a href=\"http:\/\/www.who.int\/mediacentre\/events\/2010\/wha63\/en\/index.html\">63rd World Health Assembly<\/a> took place at the United Nations in Geneva, Switzerland.\u00a0As I sat in the viewing gallery above the main committee room, I realised the uncomplicated nature of every other committee meeting I\u2019ve attended compared to this one.\u00a0<!--more--><\/p>\n<p>The room was circular, non-cultural in appearance, with a central area where secretaries furiously recorded minutes.\u00a0The president chaired the meeting from the front, with ever increasing concentric rings of tables fanning out from the &#8220;top table.&#8221;\u00a0 It reminded me of the <a href=\"http:\/\/www.palmjebelali.ae\/\">Palm Jebel-Ali<\/a>\u00a0housing development in Dubai.\u00a0 Representatives from different countries sat in alphabetical order, from Afghanistan to Zimbabwe. 193 countries were there and each had two seats at the table and two behind.\u00a0Ministers of health, chief medical officers, and senior health officials from every country sat in pole position &#8211; some concentrating, some furiously scribbling, some looking worried &#8211; one on Facebook.\u00a0 Over-serious looking advisors sat behind passing notes, laptops open, texting with purpose. One painted her nails.<br \/>\n\u00a0<br \/>\nThe psychology of this committee was unique.\u00a0 Great patience is required as many rely on translators, who were sitting opposite me above the room in various individual booths \u2013 the appearance was half-way between a box at Stamford Bridge and something from Sydney Pollack\u2019s 2005 blockbuster &#8220;<a href=\"http:\/\/www.imdb.com\/title\/tt0373926\/\">The Interpreter<\/a>.&#8221;\u00a0 I could probably have convinced myself that the translator in the box to the right above the top table vaguely resembled Nicole Kidman.\u00a0 She looked very serious, but Matobo were not represented.\u00a0<\/p>\n<p>Respect is paramount.\u00a0 Proceedings are slow, tortuous, and at times seem to go on forever.\u00a0Yet, positive results for public health abound.\u00a0 A resolution was passed on strategies to reduce the harmful use of alcohol.\u00a0 Heated debate took place about the progress on millennium development goals (MDGs).\u00a0 Harsh criticism in this environment is unusual, but it is not bereft of challenge.\u00a0 <a href=\"http:\/\/en.wikipedia.org\/wiki\/Margaret_Chan\">Margaret Chan<\/a>, in feisty form, addressed a technical session to the side of the main committee room instructing them vociferously, in a memorable address about MDGs: &#8220;There is more talk than walk.&#8221;\u00a0\u00a0\u00a0<\/p>\n<p>Public health interventions have never been straightforward, but there are few other medical specialities with such an international hierarchy.\u00a0 It is here in Geneva each year that international health policy is declared.\u00a0 Returning to countries far and wide, delegates take home the news of support to eradicate Chagas&#8217; disease, to improve child and maternal health, and to get closer to those elusive MDGs by 2015.\u00a0<\/p>\n<p>Lobbying begins on Monday in a hundred countries: &#8220;Last week at the World Health Assembly member states were agreed that\u2026\u2026minister, secretary for health, chief medical officer &#8211; how will you \u2018walk the talk?'&#8221;<\/p>\n<p><em><strong>Douglas Noble<\/strong> has worked in surgery, emergency medicine, public health and for the WHO .
