		<description><![CDATA[Hi Muir,&lt;br&gt;What you say is a necessary condition, but not a sufficient condition. The objective of the health care system and &#039;those who spend the money&#039;, also have to be aligned. Simply making the opportunity cost visible will not ensure that they make choices consistent with the health system&#039;s objective. The incentive system for those spending the money have to reward choices that promote the systems objective and punish ones that dont.
