		<description>Here in oregon, we created the first [I believe] system that tried to gradde all important medical diagnoses, treatmets, costs and outcomes into the Oregon Health care system. At the outset, the State hewed pretty strictly to the limits set by the amount of money available at the time and the "value" that applied to the actual situation.
It now seems to me here that the system has become has become rather more flawed in that a lot of treatments are so very costly, but their possible effects so impressive, that a lot of very expensive medicine is done here on the public bourse with little in the way of all the actuarial work that went into the original data collection.</description>

		<description>always wonder what are budget constraints?
it seems that investing money in wars, arms, politicians fees and many other ways os throwing money are OK
health is not so important after all !!!
I am not defending use of dubious drugs (many are laboratories inventions)but deniyng someone of a useful treatment on age basis,etc  is not ethical from my point of view.</description>
